Job Description

We have an opening for a Workforce Operations Administrator to support the Laser Systems Engineering and Operations (LSEO) Division within the Engineering Directorate. LSEO is a large, complex division of more than 700 employees with a broad range of workforce activities, varied work schedules, and a high annual volume of hiring, attrition, reclassifications, interviews, and personnel actions.

You will serve in a key administrative operations role supporting division workforce planning, personnel process coordination, organizational data management, and performance cycle execution. You will also support the development of automated administrative processes and workflows, including use of Power Automate, to improve efficiency, standardization, and consistency. You will work closely with the Division Administrator, division leadership, section leaders, first line supervisors, Human Resources, Staff Relations, and other administrative professionals to help ensure timely, accurate, and compliant execution of workforce-related processes across the division. This position is in the Laser Systems Engineering and Operations (LSEO) Division, within the Engineering Directorate.

This position requires full-time on-site presence due to the nature of the work.

In this role, you will
  • Coordinate division workforce administration activities, including tracking and supporting reclassifications, workforce reviews, personnel actions, organizational changes, and related process milestones.
  • Support division-wide performance evaluation and salary administration processes by maintaining schedules, monitoring status, tracking completion, and coordinating required documentation and follow-up actions.
  • Collect, validate, interpret, and analyze workforce and organizational planning data in support of division staffing, planning, and management decision-making. This includes preparing reports, summaries, metrics, and status updates related to workforce planning, staffing actions, organizational changes, and other administrative operations.
  • Coordinate monthly organizational chart update activities, validate roster and reporting information, and work with division leadership and supervisors to ensure organizational data is current and accurate.
  • Review and execute personnel-related administrative activities for a variety of workforce actions, ensuring compliance with applicable policies, procedures, regulations, and laws.
  • Assess adherence to administrative processes and procedures, identify issues, recommend process improvements to management, and help implement corrective actions to increase consistency and effectiveness.
  • Serve as a resource to supervisors and managers on workforce-related administrative processes, deadlines, documentation requirements, and division office procedures.
  • Research information, gather data, and prepare summaries for management review and decision making.
  • Coordinate with Human Resources, Staff Relations, Payroll, and other institutional partners on personnel and organizational matters as needed.
  • Assist in the development, improvement, and standardization of administrative tools, trackers, templates, and procedures used to support division workforce operations, along with assisting with the development and supporting automated administrative processes and workflows using Power Automate and related tools.
  • Perform other duties as assigned.


Qualifications
  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Associate degree in a related field, or equivalent combination of significant related education and experience.
  • Experience coordinating multiple work activities and multi-faceted internal processes in a business, operations, workforce, or organizational support environment.
  • Working knowledge of personnel administration principles, administrative policies and procedures, and compliance requirements related to personnel administration.
  • Experience researching, interpreting, and applying policies and procedures for personnel related administrative activities.
  • Experience gathering, validating, organizing, and analyzing data and preparing reports for management use.
  • Experience using business systems, databases, spreadsheets, and Microsoft Office applications.
  • Effective organizational skills with demonstrated ability to manage multiple priorities, deadlines, and changing requirements with attention to detail.
  • Effective interpersonal, verbal, and written communication skills and the ability to work with all levels of staff and management.
  • Ability to work independently, exercise sound judgment, and handle sensitive information with discretion.
  • Experience developing automated workflows or process improvements using Power Automate.

Qualifications We Desire
  • Bachelor's degree in a related business, operations, or organizational field.
  • Experience supporting workforce planning, organizational management, performance cycle administration, salary administration, or personnel action coordination in a large organization.
  • Experience working with Human Resources, Staff Relations, Payroll, and administrative support systems in a complex operational environment.
  • Experience developing metrics, dashboards, trackers, or reports to support workforce planning and management decisions.
  • Experience supporting organizations with multiple work schedules, high staffing volume, and complex personnel processes.
  • Experience identifying and implementing administrative process improvements.
  • Advanced experience with Power Automate.

Pay Range

$94,560 - $115,728 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
