Job SummaryThe Withdrawal Management Nurse Manager is responsible for overseeing nursing services within the Withdrawal Management Program in accordance with Minnesota Statutes, Chapter 245F. This role provides leadership, supervision, and clinical oversight of nursing operations to ensure withdrawal management services are delivered safely, effectively, and in compliance with applicable state and federal regulations. The Nurse Manager is responsible for the implementation and oversight of nursing practices, delegated medical care, medication management processes, staff competency, and client health monitoring activities to support medically appropriate withdrawal management services.
The Nursing Manager collaborates with the Director of Nursing, Medical Director, Director of Withdrawal Management Services, and interdisciplinary treatment team to support clinical operations, regulatory compliance, quality assurance activities, and the delivery of safe, person-centered care.
Essential Job Responsibilities:Nursing Leadership & Client Care- The Nursing Manager serves as the designated registered nurse for the program or assists in ensuring registered nurse consultation is available 24 hours per day in accordance with Minnesota Statutes Chapter 245F.
- Provide leadership and oversight of nursing services within the licensed Withdrawal Management program.
- Supervise, develop, and provide leadership to assigned nursing staff within the Withdrawal Management program.
- Manage and respond to the medical needs of clients receiving Withdrawal Management services, ensuring timely access to nursing care, health monitoring, and medical support.
- Conduct nursing assessments, monitor client health status, identify clients requiring enhanced medical monitoring or intervention, and ensure appropriate response to withdrawal-related complications and other health concerns.
- Develop, implement, oversee, and periodically evaluate nursing care and delegated medical care systems, including health monitoring, medication management, staff competency evaluation, infection control, first aid readiness, and emergency medical response processes in accordance with Minnesota Statutes Chapter 245F.
- Collaborate with the Medical Director regarding standing orders, condition-specific protocols, delegated medical care, medication-assisted withdrawal management practices, and client safety initiatives.
Regulatory Compliance & Quality Assurance- Ensure compliance with Minnesota Statutes Chapter 245F, Minnesota Board of Nursing requirements, Department of Human Services regulations, and organizational policies.
- Oversee and evaluate medication management processes, medication storage, inventory controls, medication administration practices, and medication control plan compliance.
- Ensure nursing documentation is completed accurately, timely, and in accordance with clinical, regulatory, and organizational requirements.
- Participate in quality assurance activities, client safety initiatives, critical incident reviews, audits, licensing reviews, and regulatory inspections.
- Responsible for the destruction and disposal of medications in accordance with applicable regulations and organizational procedures.
Staff Supervision & Development- Recruit, interview, onboard, train, supervise, develop, and evaluate nursing staff.
- Delegate, assign, supervise, and evaluate nursing tasks and delegated medical functions consistent with applicable laws, nursing practice standards, staff qualifications, demonstrated competency, and organizational policies.
- Establish and oversee staff training, competency assessments, and ongoing education related to delegated nursing functions, medication administration, infection control, health monitoring, and emergency response procedures.
- Conduct performance evaluations and provide coaching, mentoring, and corrective action as appropriate.
Program Operations & Collaboration- Develop staff schedules and ensure adequate nursing coverage to meet program needs and regulatory requirements.
- Consult with program leadership, counselors, and interdisciplinary team members regarding client physical health, withdrawal symptoms, medication concerns, and co-occurring health conditions.
- Escalate significant medical, psychiatric, behavioral, or withdrawal-related concerns to the Director of Nursing, Medical Director, Director of Withdrawal Management Services, and other appropriate clinical leaders.
- Provide nursing consultation, health education, and clinical support to clients, staff, and interdisciplinary team members.
- Assist with maintaining medications, first aid supplies, medical equipment, and other resources necessary to support safe and effective program operations.
- Participate in leadership meetings, interdisciplinary staffing meetings, case consultations, and other organizational initiatives as required.
- Perform direct nursing services as needed to support program operations and client care.
- Other responsibilities as assigned.
Required Skills & Experience (Minimum Qualifications):- Current Registered Nurse (RN) license, unrestricted and in good standing in the State of Minnesota. Must maintain licensure in accordance with the Minnesota Nurse Practice Act and Minnesota Board of Nursing requirements.
- Minimum five (5) years of nursing experience.
- Previous leadership, supervisory, charge nurse, or nursing management experience preferred.
- Previous experience in a licensed withdrawal management, detoxification, residential treatment, correctional healthcare, hospital, emergency department, or behavioral health setting preferred.
- Knowledge of substance use disorders, withdrawal management principles, medication-assisted treatment, co-occurring conditions, and recovery-oriented care practices.
- Current Basic Life Support (BLS), First Aid, and Automated External Defibrillator (AED) certifications required at the time of hire. Certifications must be maintained throughout employment.
- Ability to assess and respond effectively to medical emergencies, withdrawal-related complications, and behavioral health crises.
- Knowledge of applicable Minnesota Statutes Chapter 245F and related healthcare regulations, or ability to obtain and maintain such knowledge.
- Must know and understand the requirements of Minnesota Statutes Chapter 245F; Minnesota Statutes Sections 253B.04, 253B.051, 626.557, and [redacted]; and Minnesota Statutes Chapters 245A, 245C, and 260E.
- Knowledge of withdrawal management services, substance use disorders, co-occurring disorders, ASAM Criteria, and recovery-oriented systems of care.
- Excellent written, verbal, and interpersonal communication skills.
- Strong leadership, coaching, conflict resolution, and team development skills.
- Proficiency with electronic health records, medication administration systems, Microsoft Office applications, and other technology systems.
- Commitment to trauma-informed, person-centered and recovery-oriented care practices.
- Comfort and compassion in working with individuals facing life-controlling challenges, such as mental health issues and addiction.

- Must meet staff qualification and training requirements applicable to withdrawal management under Minnesota Statutes Chapter 245F.
- Must pass a DHS background study as required under MN Statutes, Chapter 245C and maintain eligibility to work in a licensed withdrawal management program.
Physical Requirements:- Prolonged periods of sitting, standing, walking, bending, reaching, and working on a computer.
- Ability to occasionally lift and carry up to 30 pounds.
- Ability to safely assist clients with mobility needs, activities of daily living, and emergency situations.
- Ability to respond promptly to emergencies and move throughout the facility as needed to ensure client safety.
- Regular on-site attendance required to support client care, interdisciplinary collaboration, and operational needs.
Target Compensation Range (Negotiable based on Qualifications):
$85,000-$95,000/year
