GENERAL JOB FUNCTION
This position reports to the Director of Operations and Maintenance. The Water Operations Manager is an integral part of CCWD's water operations activities and serves as liaison with other utilities and regulatory agencies. The position is responsible for a $30M budget and a strong and capable team of 50 FTE with oversight of three water treatment plants and water distribution serving a population of over 500,000. Specifically, the position manages the operations of the water treatment facilities, laboratory, and chemical/microbiological testing for water quality functions; controlling the water quality aspects of the distribution system up to the customer's tap; conducting applied research, as well as directing and monitoring various water quality programs.

The Water Operations Manager develops policies and procedures to ensure that all water quality activities follow applicable laws; regulations; policies, procedures, and quality assurance standards. In addition, the position manages CCWD's water supply function from raw water pumping, storage, conveyance, and treated water pumping, storage and distribution using the District's SCADA system.

With a CIP budget over $1B, upcoming projects on the horizon include aging infrastructure rehabilitation, a canal replacement program, maintenance programs and regulatory development.

EXAMPLES OF DUTIES
Direct all water operations activities including management of staff and oversight of consultants to ensure that results are accomplished efficiently and in accordance with acceptable standards for quality and technical integrity, and are in compliance with applicable laws, regulations, policies, and procedures.

Develop, implement, and monitor short- and long- range plans to ensure that the District's water quality standards are maintained cost effectively and efficiently, including implementation of emergency notification procedures to health departments and the public.

Develop policies, set standards and procedures, and administer activities related to the control of water quality, sanitary conditions, and drinking water sources protection to ensure compliance with State and Federal regulatory agencies.

Represent the District externally on legislative/regulatory issues pertaining to water quality at State and Federal levels, including providing testimony to regulatory and other agencies, and participating in the development of legislative/regulatory alternatives.

Direct the planning, development, monitoring, and evaluate the performance of the assigned budget to ensure the most efficient use of resources, adherence to established guidelines, and accurate and timely reporting of budgetary information.

Direct the District's applied research and testing programs relating to the improvement of water quality and treatment; interface with other division managers on technical and operational matters relating to water quality and treatment to ensure appropriate coordination.

Direct the preparation of water quality reports to insure Department of Health Services compliance, water operations reports and make presentations to the Board of Directors, as required, to keep them apprised of the District's current water quality and operations activities.

Research and prepare complex technical and administrative reports; prepare written correspondence.

Manage the operation of the water operations function which includes the water distribution system operations, water treatment filtration plants, laboratory, field testing and customer response.

Perform related duties as required.

MINIMUM QUALIFICATIONS
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
EDUCATION: Equivalent to a Bachelor's degree from an accredited college or university with major course work in engineering, environmental science/engineering, or a related field.

EXPERIENCE: Seven years of increasingly responsible experience in a water utility operations environment, including four years of administrative or managerial responsibility in a water operations and treatment.

LICENSES AND CERTIFCATIONS:
Possession of certification as a Grade 5 California Distribution Operator and/or Grade 5 California Water Treatment Operator is required.
Possession of a valid California driver's license to be maintained throughout employment.

DESIRABLE: A Master's degree in a similar field is highly desirable.

  • A defined benefit retirement plan; reciprocity with CalPERS and CalPERS reciprocal agencies. (Reciprocal agency service does not count toward the 5-year or 10-year vesting requirement for fully paid retiree medical.) The defined benefit is 2.35% at 55 for those with classic reciprocity. New hires who are not eligible for classic reciprocity are eligible for the 2% at 62 PEPRA defined benefit.
