Telework
This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
Job Summary
The Vice President of TOD Transactions is an executive-level position that has broad authority for decision-making, staffing, and budgeting, as well as the functional area of responsibility within MTA Construction & Development's Planning department (Transit Oriented Development division). This position has decision-making authority over its functional area of responsibility within broadly defined policies and objectives. It also has the latitude to consider the development of plans, priorities, and processes to achieve goals. The Vice President-Transactions develops strategies through planning, real estate market knowledge, providing pro forma modeling, and structuring/negotiating deals. Project types range from asset dispositions, redevelopment, joint development, and property acquisition in connection with capital projects.
Responsibilities
Pursues innovative real estate strategies to advance transit goals, generate revenue, and avoid costs.
Executes development and asset dispositions.
Oversees and manages staff in developing Requests for Proposals process in conformance with procedures and law, selection of developers, negotiation, and deal structuring.
Has broad authority in consultation with Senior Vice President-Transit Oriented Development to negotiate complex, multi-party transactions.
Defines MTA's business interests and balances those interests, the commercial interests of private counterparties, and the public interests of other agencies.
Wide latitude to consider development projects and approaches to development and strategy in consultation with Senior Vice President-Transit Oriented Development.
Provide pro forma financial modeling of MTA disposition opportunities.
Advise MTA C&D Long Range Planning on real estate and development aspects of proposed capital projects.
Work with Finance to evaluate securitization of long-term ground leases.
Education and Experience
Bachelor's degree in business administration, Real Estate, Real Estate Development, Urban Planning, Public Administration, or equivalent field.
Master's degree in a related field preferred.
Must have a minimum of fifteen (15) years of related experience in real estate, such as real estate development or real estate brokerage
Must have a minimum of ten (10) years in a management or supervisory role and a project manager role in a large, multi-stakeholder organization.
Competencies:
Substantial experience in negotiating complex/sophisticated real estate transactions and overseeing staff negotiations of real estate transactions.
Ability to act responsibly to represent the public interest by balancing commercial needs and public goals (in addition to seeking a broad range of public benefits, including revenue generation and transportation benefits, must operate in a context of transparency and accountability.
Must be able to resolve business issues for ongoing development projects.
Strong focus on developing strategies to coordinate capital investment with real estate and development for system expansion projects.
Demonstrated abilities in planning/real estate acquisition for joint development property assemblages.
Must be a proven leader in identifying real estate asset sale/disposition opportunities and preparing Request for Proposals in conformance with MTA procedures/Public Authorities Accountability Act (PAAA).
Must have analytical experience with real estate pro forma and transaction structures to evaluate MTA's business interests with respect to revenue generation, risk allocation, etc.
Must demonstrate sound judgment in balancing competing interests ranging from protecting agency operations to preserving future development opportunities.
Demonstrated ability to coordinate among government agencies and levels of government and address governmental procedures and requirements, balanced with demonstrated project management skills.

Final salary is determined by experience, skill set, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
