Basic Function

HF Sinclair's TRACK Contractor Management Program Leader is responsible for the enterprise-wide leadership, implementation, and continuous enhancement of the TRACK Contractor Management Platform (CMP). This role champions innovation by introducing new technologies and process improvements to optimize contractor timekeeping, cost visibility, and compliance. The role ensures TRACK is used as the system of record for contractor labor, equipment, and material across all HF Sinclair locations. This individual fosters collaboration across functions to enhance system adoption, elevate awareness, and enable data-driven decisions that improve operational efficiency and cost control.

Job Duties

Program Ownership & Innovation
  • Serve as the enterprise owner of the TRACK CMP, leading implementation, optimization, and continuous improvement efforts across all sites.
  • Proactively identify and implement emerging technologies, automation tools, and process enhancements to reduce manual effort, improve efficiency, and increase data accuracy and reporting capabilities.
  • Lead enterprise-level testing, upgrades, and integrations with feeder systems (e.g., gate access, ERP, contractor feeds).


Strategic Process Leadership
  • Design, standardize, and evolve TRACK-related processes to ensure consistent, scalable workflows across all locations.
  • Develop metrics and KPIs to measure program effectiveness, drive accountability, and enable proactive decision-making.


Stakeholder Engagement & Communication
  • Act as the primary liaison with key stakeholders including Accounting, Procurement, IT, Corporate and Plant Leadership.
  • Clearly communicate TRACK's purpose, value, and functionality clearly across the enterprise to increase awareness, alignment, and consistent usage.
  • Develop and execute enterprise-wide training programs to ensure end users (including internal teams and contractors) are equipped to use the system effectively.
  • Lead change management initiatives and stakeholder engagement strategies to support successful adoption and long-term sustainability of TRACK processes.


Governance & Compliance
  • Monitor compliance across all locations; address gaps through data analysis, targeted interventions, and stakeholder collaboration.
  • Resolve policy and operational issues related to TRACK usage, approvals, overrides, and exception handling (e.g., missing gate punches, off-site work).
  • Review and enhance TRACK work processes regularly to ensure continuous alignment with evolving business needs.


Cross-Functional Collaboration
  • Foster strong partnerships with internal teams including Procurement, Category Management, Maintenance, and Accounting to ensure TRACK system configurations align with contractual obligations, labor strategies, and cost control requirements.
  • Serve as the central point of coordination to resolve cross-functional issues related to pay formulas, skill classifications, cost allocations, and schedule alignment within TRACK.
  • Engage proactively with external contractors to drive compliance with timekeeping requirements, reinforce accountability, and support consistent, accurate data entry.
  • Facilitate alignment across stakeholder groups to ensure TRACK supports enterprise objectives related to operational efficiency, labor visibility, and contractor performance.


Data & Reporting Leadership
  • Oversee the enterprise reporting strategy for TRACK, including real-time dashboards and ad-hoc reporting to enable labor, equipment, and cost visibility.
  • Act as a subject matter expert in TRACK data reporting and analysis, enabling visibility into trends, compliance, and cost-saving opportunities.


People Leadership
  • Directly manage TRACK Coordinators across all HF Sinclair sites, providing guidance, performance feedback, and development opportunities.
  • Foster a high-performance culture focused on standardization, accountability, and continuous improvement.
  • Facilitate knowledge sharing and alignment of best practices to support TRACK program maturity across the enterprise.


Special Projects
  • Lead or contribute to strategic initiatives, special assignments, and enterprise-level projects that support HF Sinclair's broader operational, financial, and digital transformation goals.


Experience

A minimum of four years of experience in supervisory and/or direct job experience required. Experience in contract administration or similar related experience in maintenance, engineering, purchasing, accounting or other petrochemical support positions is preferred. Experience with system implementation, stakeholder engagement, and process optimization strongly preferred.

Education Level

A bachelor's degree in business administration, supply chain, accounting or related discipline or equivalent is required.

  • Serves as the single point of contact for the overall TRACK program and its impact on contractor cost management, system compliance, and operational return.

Office based with up to 20% travel by land and air may be required.
