Job Purpose:
The Technical Subject Matter Expert (Materials Engineer) provides senior-level technical expertise in support of research, analysis, and strategic initiatives involving advanced materials, manufacturing processes, industrial supply chains, and emerging technologies. This position serves as the technical authority for evaluating industrial capabilities, assessing manufacturing readiness, analyzing trade and market trends, and developing recommendations that support organizational objectives related to economic security, industrial resilience, and technology advancement. The ideal candidate combines deep engineering expertise with exceptional analytical and communication skills to produce technical reports, executive briefings, and data-driven recommendations.

Responsibilities:
  • Serve as the technical lead on projects involving materials engineering, manufacturing processes, industrial capabilities, and emerging technologies.
  • Conduct technical research and engineering analyses on advanced materials, metals, critical minerals, semiconductors, manufacturing systems, and related industries.
  • Evaluate domestic and global industrial capabilities, manufacturing capacity, and supply chain resilience to identify risks, trends, and opportunities.
  • Perform quantitative and qualitative analyses of industrial, manufacturing, and trade data to support strategic decision-making.
  • Assess upstream and downstream industry value chains, manufacturing ecosystems, and global market dynamics.
  • Analyze the impact of domestic and international manufacturing trends, technology developments, and foreign industrial policies.
  • Prepare technical reports, white papers, executive briefings, presentations, memoranda, and analytical products for senior leadership.
  • Develop charts, graphics, dashboards, and data visualizations to effectively communicate technical findings.
  • Review technical documentation and provide recommendations related to manufacturing processes, industrial capabilities, and technology readiness.
  • Provide technical guidance and mentorship to analysts and project teams supporting engineering and industrial research initiatives.
  • Assist in developing methodologies, standard operating procedures, technical guidance documents, and best practices.
  • Support data collection efforts, survey design, technical evaluations, and industry research activities.
  • Collaborate with engineers, economists, analysts, researchers, and cross-functional stakeholders to deliver high-quality technical products.
  • Respond to executive requests for information by providing timely technical analyses and recommendations.

Education & Experience:
  • Bachelor's degree in Materials Engineering, Metallurgical Engineering, Mechanical Engineering, Manufacturing Engineering, or a closely related engineering discipline.
  • Minimum of ten (10) years of progressively responsible experience in materials engineering, manufacturing engineering, industrial research, or related technical fields.
  • Demonstrated expertise in advanced materials, manufacturing processes, metals, industrial production, or supply chain analysis.
  • Experience conducting engineering research and technical analyses involving manufacturing systems and industrial technologies.
  • Strong analytical and problem-solving skills with the ability to interpret complex technical and quantitative information.
  • Experience preparing technical reports, executive briefings, presentations, and written analyses for diverse audiences.
  • Excellent written and verbal communication skills with the ability to explain complex technical concepts to both technical and non-technical stakeholders.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
  • Ability to work independently while managing multiple projects and competing priorities.
  • Ability to obtain and maintain a favorable Public Trust determination.
