Full Job Description
ASRC Federal is seeking an experienced Program Manager to lead a major USG IT services program. The Program Manager (PM) is responsible for planning, coordinating, and delivering all aspects of the programs. Services span Service Desk implementation and operations, end user hardware management, hardware deployments and technical refresh, operational infrastructure management, and administrative management of contract tasks. The PM manages all financial aspects of the contract including invoicing, tracking funds utilization, and reporting to corporate leadership. The Program Manager serves as the single interface to the government and is responsible for overall contract execution.

Work location: Onsite (Chandler, AZ or Washington, DC) ** Must reside within a commutable distance of Chandler, AZ or Washington, DC, and be flexible to travel to either location as needed based on business requirements.

Clearance: Ability to obtain a Secret clearance, prefer active clearance.

Responsibilities include:
  • Managing, resourcing, scheduling, reporting, forecasting, implementing corrective actions, delivering outputs, and meeting Service Level Objectives (SLO) to ensure efficient and effective execution.
  • Monitoring and reporting contract execution and performance.
  • Submitting contractual reports as specified by the government.
  • Maintaining adequate staffing levels needed to effectively execute contract tasks.
  • Managing, assigning, scheduling, and supporting subcontractors, consultants, and other resources supporting this contract.
  • Implementing procedures to monitor cost, quality, and schedule performance and identifying metrics to assess and report program/project status to detect and predict deviations from planned or required performance.
  • Developing and managing program/project management documents including Organizational Breakdown Structures (OBS), Work Breakdown Structures (WBS), Program/Project Management Plans, Risk Management Plans, project SOWs/tasks/schedules, and responsibility matrices.
  • Utilizing and managing industry best practices identified in the Project Management Body of Knowledge (PMBOK) and ensuring that Project Managers clearly understand the proper level of documentation needed for a given project, including templates that show the required sections, assistance in completing necessary documentation, and historical documents from previous successful projects.
  • Managing, tracking, and providing monthly reports on budget burn, burndown charts, project effort and duration to complete, and other key metrics.


Required Qualifications:
  • BA degree and 8+ years of prior relevant experience or a Master's degree with 6+ years of prior relevant experience.
  • Candidate has knowledge, experience, and demonstrated ability to perform independently in the position of Program Manager.
  • Experience or familiarity with planning projects including but not limited to labor, scope, and statements of work.
  • Labor forecasting/management experience; familiarity with the use of an RLN, ROM, and other project management tools.
  • Familiarity with financial/budget management, including monthly budget reviews and adjustments for EAC planning and controlling costs.
  • Excellent skills in Microsoft Word, Excel, PowerPoint, and other Office applications.
  • Strong desire to grow and learn new technologies.
  • Ability to communicate effectively in writing and verbally in informal one-on-one discussions and in group environments.
  • Ability to work within a fast-paced, dynamic work environment and handle multiple tasks at once (multi-task).
  • Must be a US Citizen to meet contract requirements.
  • Must be able to acquire and maintain a SECRET clearance.
  • Must successfully complete a government background check.
  • Flexible to travel as needed to support business requirements.


Preferred Qualifications:
  • Relevant work experience as a USG DHS contractor Program Manager.
  • Active Secret clearance.
  • Management experience in operational IT environments including service desk.
  • Project Management Professional (PMP) certification.
