Full Job Description
We are seeking a highly motivated Basing Contractor Program Analyst Support is to support the HQ Air Combat Command F-35 System Management Office (SMO) Division (HQ ACC/A5F) USAF F-35A site activation and beddown coordinator. This individual reports directly to the Operations Branch Chief, ACC/A5FO at HQ ACC/A5F and is aligned under the ACC/A5 Requirements Directorate.

Requirements are to Lead Command for numerous weapons systems, HQ ACC and its Strategic Air Basing Office (A5/8BA), has a responsibility to determine the most expedient and cost-effective beddowns for emerging aircraft capabilities. Determination of a 'best' solution to a new beddown requires a holistic approach, identifying and weighing the benefits and limitations associated with each potential location by conducting on-the-ground visits, analyses of existing data bases as well as consultation with planners, civil engineers, and other subject matter experts (SME) at the MAJCOM, HAF, and Joint/System Program Office (JPO/SPO) level.

Responsibilities
  • Follow the guidelines for the Strategic Basing Process under the oversight of Office of the Secretary of the Air Force for Installations and Environmental, Strategic Basing Operations office (SAF/IEIB) and governed by Department of the Air Force Instruction 10-503, Strategic Basing, dated 23 June 2023
  • Adhere to the guidance found in ACC Instruction 38-404, Development and Implementation of Programming Plans and Programming Messages, 10 Jul 2024
  • Provide consultative, decision-quality analysis to senior government officials and other internal/external customers regarding basing planning for new weapons systems or rehosting of existing systems
  • Provide analysis in accordance with applicable directives, established guidelines, and remain responsive to government management and/or customers' needs
  • Provide recommendations to the government client that are thoroughly researched, staffed, and formatted in accordance with applicable instructions
  • Complete Site Action Task Force (SATAF), Site Survey, and other trip reports within ten business days of activity completion, appropriately staffed and formatted to ACC standards
  • Provide reports on assimilation of a new weapon system onto a base including a Programming Plan (PPlan) and development of milestones and action items
  • Lead/manage SATAF/Site Survey visits on behalf of the ACC client
  • Include assessments of facility requirements and Military Construction (MILCON) estimates, assessments of existing training range capabilities (where applicable), and other criteria (weather, impacts to Base Operating Support (BOS), political considerations, cultural/environmental factors, etc.) for weapon system beddowns at existing civil airports and Main Operating Bases

Schedule
  • Core hours are from 0800-1700 M-F - you can work with your customer leadership to set hours
  • You can flex time during the 2 week pay cycle - avoid using PTO for appointments
  • A compressed work schedule may be available at the discretion of work center leadership (i.e. 4/10 or 9/80)
