Brief Job Description:

The Systems Analyst VI position resides within the SSA / MES applications and product organization and serves as a senior leader responsible for application product and lifecycle management. This role provides strategic oversight for complex, multi-stakeholder application products, ensuring capabilities are planned, prioritized, delivered, and evolved in alignment with business objectives, organizational priorities, and enterprise standards.

The position acts as a key liaison between business partners and delivery teams, translating operational needs, legislative or regulatory drivers, and funding considerations into clear product direction, roadmaps, and outcome-focused delivery plans. Responsibilities include defining product scope and success measures, managing dependencies and risks, and ensuring application solutions deliver measurable value while remaining supportable, compliant, and aligned with long-term enterprise direction.

The role works closely with cross-functional stakeholders-including business leaders, technical teams, security, operations, and external vendors-to apply effective product governance, maintain delivery transparency, and support informed decision-making. Through consistent oversight across product planning, delivery, change management, and quality review activities, the position promotes accountability, clarity, and high-quality outcomes throughout the application lifecycle.

Essential Job Functions (EJFs):

1. Lead Application Product Outcomes and Lifecycle Delivery

Provide product leadership for complex, multi-stakeholder application initiatives from discovery and planning through delivery, adoption, and continuous improvement. Define product outcomes, scope boundaries, and success measures aligned to business value and enterprise priorities. Drive prioritization decisions across competing demands, dependencies, and constraints to ensure product capabilities deliver measurable outcomes. Establish shared accountability across teams and partners to achieve intended outcomes within approved funding, timelines, and policy constraints. (35%)

2. Align Business Needs to Product Strategy and Roadmaps

Partner with business leaders to understand organizational goals, operational workflows, cross-program impacts, funding considerations and legislative or regulatory drivers. Translate these inputs into product strategy, roadmap, and prioritized backlog. Evaluate initiatives based on value, urgency, risk, dependencies, and capacity to support sequencing decisions that balance near-term delivery with long-term application maintainability and enterprise direction. (25%)

3. Provide Product Governance, Oversight, and Vendor Coordination

Establish and maintain product governance to ensure application solutions align with product direction, quality standards, financial constraints, and compliance requirements. Coordinate with internal teams and oversee external vendors by validating deliverables, managing risks and issues, and ensuring changes to scope, priorities, or delivery approach are consistently reviewed and approve. (20%)

4. Communicate Product Status, Risks, and Value to Leadership

Deliver executive-level communication on product health, risks, dependencies, and outcomes to senior and executive stakeholders. Articulate tradeoffs, impacts, and recommendations to support informed decision-making. Serve as a trusted advisor by maintaining situational awareness across the product portfolio and proactively surfacing issues that may affect delivery, value realization, or organizational objectives. (20%)

  • Oversight of vendor-based application delivery, including limited-scope enhancements, performance assessment, risk management, and validation of contractual, regulatory, and quality expectations.
  • Understanding of enterprise application capabilities and constraints, including the impact of architecture, integrations, and non-automated processes on product design and maintainability.
  • Executive-level communication practices for conveying product health, risks, tradeoffs, and delivery status to technical and non-technical leadership.
  • Leadership of complex, multi-stakeholder product initiatives, including dependency management, prioritization across competing demands, and delivery of measurable business outcomes.
  • Product governance frameworks and enterprise delivery standards to ensure accountability, transparency, and compliance throughout the application lifecycle in regulated or public-sector environments.

Initial Screening Criteria:

Required
  • Bachelor's or Master's degree in Computer Science, Information Systems, or Business Administration. Related work experience degree in Computer Science, Information Systems, or Business Administration may substitute for the education on a year-for-year basis.
  • 8-10 years of hands-on IT experience, including product management, delivery, and oversight.
  • Executive and legislative communication experience.


Preferred
  • Experience overseeing the delivering of solutions in heavily regulated industries or compliance-driven environments
  • Prior public sector experience
  • Experience overseeing applications implemented as cloud-native containerized systems, including microservices, event-driven and serverless workloads, API gateways, and orchestration.
