Full Job Description
he Systems Analyst V performs advanced (senior-level) computer analysis work. Work involves coordinating/overseeing the analysis of user requirements, procedures, and problems to automate processing or to improve existing systems. Works under minimal supervision, with considerable to extensive latitude for the use of initiative and independent judgment. The ideal candidate will share our Department's vision of helping the agency management achieve the efficient use of financial resources and promote highly effective financial management controls. GENERAL DUTIES: - Serves as subject matter expert in one or more functional areas in support of the agency's internal financial accounting system, "Workforce, Reporting, Accounting, and Purchasing System" (WRAPS). Effectively supports WRAPS production system to plan, test and implement software updates, fixes and enhancements. - Serves as primary liaison between TWC financial system end users and the WRAPS technical system support team. Responsibilities include maintaining knowledge of TWC business processes and related WRAPS functions in assigned areas as well as keeping team management informed of known or suspected system deficiencies. - Gathers, analyzes and documents the requirements of end users as they relate to the recording and processing of TWC financial transactions, as well as their needs for inquiring and reporting on the results of those transactions and processes. Provides technical assistance and solutions to end users. - Troubleshoots system problems and analyzes system data by using tools including SQL Developer, Microsoft Access and/or Excel. - Analyzes reported system deficiencies to determine validity, cause and effect. Documents and presents process flows and recommendations for enhancements and/or repairs to current systems that will meet end user requirements. - Assists with implementations and upgrades to WRAPS, including implementation of the Texas Comptroller's Centralized Accounting and Payroll/Personnel System (CAPPS) delivered updates, implementation of new or custom modules and integration with external systems. - Assists with coordination and management of system and user acceptance testing. Assists with development/maintenance of test scenarios, test documentation and test result walkthroughs as necessary. - Weekly rotation with other team members, performing as Help Desk monitor for WRAPS Production. - Works Monday-Friday, 8:00am-5:00pm, with occasional advance planned weekend and/or after hours work. - Performs other duties as assigned. The salary range for this position is $6500 - $7200 per month, depending on qualifications. Learn about TWC jobs and benefits at www.texasworkforce.org/twcjobs PREFERRED QUALIFICATIONS: - Five years State of Texas experience in General Ledger Accounting, Uniform State Accounting System (USAS) Appropriations/Funds, Annual Financial Report (AFR) or Reporting preferred. - Five years experience with State of Texas (Comptroller of Public Accounts) state-wide accounting systems and demonstrated proficiency in use of: USAS, State Property Accounting (SPA) and Texas Identification Number System (TINS) highly preferred. - Five years experience with State of Texas PeopleSoft Financials version 9.2 in General Ledger, Accounts Receivable, Accounts Payable, Purchase Orders and/or Asset Management highly preferred. - Demonstrated ability to analyze financial software systems and related procedures to develop functional design documents; handle multiple projects, effective written and verbal communication highly preferred. - Five years demonstrated experience in systems analysis, structured query language (SQL), problem solving and design work. - Five years experience using TWC's WRAPS Accounting System. MINIMUM QUALIFICATIONS: Graduation for an accredited four-year college or university with major coursework in accounting, finance, computer science, computer information systems, management information systems, or a related field, plus 5 years of full-time experience in State of Texas accounting, computer programming, systems analysis, and/or program analysis. 30 semester hours of accredited college work in accounting may be substituted for one year of required experience with a maximum substitution of two years. One additional year of full-time qualifying experience may be substituted for each year (30 semester hours) of the required education. Copy of college transcripts required at interview if selected.
