Job Title: Systems Analyst 3

Job Summary:A public sector organization is seeking a Senior Systems Analyst with extensive experience in business analysis and data analysis to support enterprise technology initiatives. The ideal candidate will have strong expertise in requirements gathering, Joint Application Design (JAD) sessions, SQL-based data analysis, data quality assessment, and dashboard/KPI development. Experience working on large Integrated Eligibility systems throughout the Software Development Life Cycle (SDLC) is essential.
Key Responsibilities:- Analyze business objectives, operational procedures, and technology requirements.
- Lead Joint Application Design (JAD) sessions with business and technical stakeholders.
- Gather, document, and validate business, functional, and data requirements.
- Translate business needs into detailed functional specifications and technical documentation.
- Perform business process analysis and recommend process improvements.
- Develop and execute complex SQL queries, including multi-table joins, for data analysis.
- Conduct data quality assessments and identify data integrity issues.
- Design and define dashboards, key performance indicators (KPIs), and performance metrics.
- Perform cost-benefit analysis and evaluate solution alternatives.
- Support all phases of the Software Development Life Cycle (SDLC), including requirements, design, development, testing, implementation, and post-production support.
- Collaborate with business users, developers, testers, and project teams to ensure successful solution delivery.
Required Qualifications:- 8+ years of IT experience supporting the design, development, or delivery of technology solutions.
- 8+ years of experience working on Integrated Eligibility systems through the full SDLC.
- 8+ years of business analysis and data analysis experience.
- 8+ years of experience conducting JAD sessions and documenting business processes and analytical findings.
- 8+ years of hands-on SQL experience, including developing and executing complex joins.
- 8+ years of experience performing data quality analysis.
- 8+ years of experience designing dashboards, metrics, and KPIs.
Preferred Qualifications:- 4+ years of experience with the Texas Integrated Eligibility Redesign System (TIERS).
