Summary

This position serves as Chief of the Program Analysis and Evaluation Division (PAE) of the Office of Strategy, Resources and Policy (SRP) in the Bureau of Administration (A), Directorate of Domestic Operations and Emergency Services (A/DOES) at the U.S. Department of State (DOS). The SRP provides a full range of administrative and program planning services, and PAE supports in evaluating and assessing space management program planning utilization to A/DOES offices.

  • Manages the achievement of Program Analysis and Evaluation Division program objectives and analyzes, evaluates and recommends improvements in the development and implementation of program and project activities.
  • Oversees staff research, interpretation, analysis and evaluation of applicability of Federal, Department, and A guidelines and regulations and provides authoritative advice and guidance to the director and senior leadership.
  • Interprets directives and governing regulations, develops recommendations and makes decisions regarding the Department's domestic real estate, programs and operations.
  • Identifies and acquires resources needed to support Resources and Policy programs and projects, and recommends improvements in the
    development and implementation of bureau program and project activities.
  • Formulates technical reports and delivers presentations to senior management on important and complex property management issues that have a broad impact on current and future domestic real estate activities in the Department.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience overseeing staff research, interpretation, analysis and evaluation of applicability of Federal, Department, and A Bureau guidelines and regulations to real property programs and operations.
  • Experience identifying resources needed to support organizational real property programs and recommending improvements in the development of program and project activities.
  • Experience directing staff and contractors administering a program consisting of multiple, concurrent development projects including significant foreign policy implications for at least two, and major urban development impacts for others


There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through.
