The primary purpose of this position is to provide oversight, analysis and advice concerning Individual Augmentation for a multi-service unified command headquarters, all subordinate joint task forces and service components. To manage individual augmentation for USCENTCOM, all subordinate joint task forces and service components.

Duties

Help

  • Serves as the civilian expert in U.S. Central Command (USCENTCOM) on the implementation, management, oversight, and analysis, concerning Military Augmentation for a multi-service unified command headquarters, all subordinate joint task forces and service components. Delegated complete responsibility and authority for the strategic, out-year planning for shaping the Combatant Command's JTFs, and augmentation to this headquarters as well as SOCCENT in line with mission demands and resource considerations.
  • Exercise supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops and modifies, and/or interprets performance standards.
  • Manage the USCENTCOM's Joint Augmentation Manpower Program. Participate in Joint Prioritization and Sourcing Review board conducted by the Joint Staff. Serves as the USCENTCOM manpower lead agent and have final decision for USCENTCOM.
  • Manage and process all Joint Manning Documents. Control and investigate and correct all Joint Manning Document issues. Provide information pertaining to Joint Manning Document.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of the structure, programs, mission, and functions of Joint organizations, service organizations, and manpower systems to conduct studies and determine manning levels of a combatant headquarters and subordinate Joint organizations. Knowledge of DoD and Service component policies and procedures related to all areas of Joint Service Individual Augmentation. Knowledge of various software office automation programs related to personnel and general office management, specifically Component Service data systems and the Electronic Joint Manpower and Personnel System (eMAPS).

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive knowledge of the structure, programs, mission, and functions of Joint organizations, service organizations, and manpower systems to conduct studies and determine manning levels of a combatant headquarters and subordinate Joint organizations.

2. Knowledge of DoD and Service component policies and procedures related to all areas of Joint Service Individual Augmentation.

3. Knowledge of various software office automation programs related to personnel and general office management, specifically Component Service data systems and the Electronic Joint Manpower and Personnel System (eMAPS).

4. Ability to develop, disseminate, implement, and manage military personnel policies, readiness and manpower requirements for USCENTCOM.

5. Ability to research, analyze, interpret and apply rules, regulations, and procedures.

6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization. through subordinate supervisors.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • This position is designated as a key position. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
