- Serves as a Supervisory Information Technology (IT) Specialist within the eDiscovery Division overseeing and directing customer engagement for eDiscovery program service across FDA.
- Provides occupational specific technical and administrative direction to subordinate employees performing the work and functions in the division.
- Obtains resources and identifies strategic objectives for the organization, defines jobs, selects employees, and assigns work.
- Provides planning, development, implementation, system administration and training direction for eDiscovery customer focused activities.
- Serves as an expert in eDiscovery standards and stays abreast of legal and industry requirements.
- Provides guidance and direction in the effective execution of eDiscovery best practices, case management, customer support service, program capabilities, and customer use of eDiscovery technologies.
- Collaborates with the program improvement team and staff to optimize the eDiscovery customer experience, find efficiencies, and devise methods to evaluate and continually improve customer satisfaction.
- Drives and support outreach across the agency to educate on the scope and impact of eDiscovery services, and to encourage awareness and adoption of program objectives.
- Assists the Division Director with the management of projects or initiatives impacting the delivery of eDiscovery services, and development of broader IT solutions to meet eDiscovery requirements.
- Collaborates with the Director, Office Budget staff, and personnel engaged in Acquisitions and Investment activities to address management efforts requiring programmatic insight.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
GS-14: You must have 1 year of specialized experience equivalent to at least the GS-13, in the Federal service, which includes: managing end-to-end eDiscovery processes including legal hold issuance, data collection, processing, review, and production in a federal agency or complex litigation environment; serving as a liaison between legal counsel (e.g., OCC), program offices, IT, and external parties (e.g., DOJ) to coordinate discovery obligations and timelines; managing enterprise eDiscovery platforms (e.g., Relativity, Microsoft Purview), including developing workflows, overseeing processing, and ensuring defensibility of collections; applying Federal Rules of Civil Procedure (FRCP), Freedom of Information Act (FOIA), and/or agency-specific records management policies in the context of litigation support or eDiscovery responses; managing multiple concurrent matters, coordinating cross-functional teams, and tracking milestones and deliverables associated with discovery requests and/or projects; and using AI, data analytics or technology-assisted review (TAR/predictive coding) to support eDiscovery efficiency.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
