Summary

You will serve as a SUPERVISORY GENERAL BUSINESS AND INDUSTRIAL SPECIALIST in the Columbia Class (CLB) Project office of SUPERVISOR OF SHIPBUILDING GROTON.

Duties

Help

  • You will administer procurement contracts for the design, construction, conversion, modernization, and repair of nuclear submarines.
  • You will provide technical and administrative contract management for design and construction support of Columbia Class submarines performed by the Electric Boat Corporation (EB) of General Dynamics.
  • You will manage the project's responsibilities for engineering contract administration of the CLB design, and design and construction support interfacing systems such as EB's Digital System.
  • You will formulate SSBN unique policies and approaches.
  • You will coordinate and host meetings and negotiations with Program Executive Office Submarines, NAVSEA, and other industry officials to develop joint programmatic technical approaches to various program elements.
  • You will review and assess technological advances to determine the impact upon Supervisor of Shipbuilding, Construction and Repair, Groton and SSBN efforts.
  • You will provide administrative and technical supervision to the CLB Design Division, including coordination of individuals having matrix responsibilities.
  • You will supervise Production Controllers and Team Leaders.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-2 (GS-11 Equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing the responsibilities for specification development/coordination and the coordination of design products using a digital system for submarine design and construction of submarine systems, subsystems, or components.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
