Summary

You will serve as a PROGRAM MANAGER in the Team Submarines Department of PEO SSN.

Duties

Help

  • You will serve as the Principal Assistant Program Manager (PAPM) and supervisor within TeamSUB.
  • You will serve as a central point of contact for addressing complex inquiries related to submarine maintenance, acquisition, and sustainment while maintaining awareness of all programmatic activities.
  • You will provide goals, objectives, and general guidance consistent with higher-level frameworks.
  • You will identify project requirements and defining the scope of projects within the overall acquisition program.
  • You will coordinate acquisition program requirements across Congressional interest, DoD, Navy, and Industry by consulting with internal and external functional experts to resolve competing priorities and gain consensus.
  • You will direct and manage acquisition program planning.
  • You will oversee resource requirements and develop strategies for program planning, budgeting, and execution (PPBE).
  • You will approve budget inputs and provide advice on specific problems presented by subordinates.
  • You will supervise both civilian and military personnel.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector leading and evaluating personnel, directing acquisition life cycle activities, and managing cost, schedule, and performance across programs.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
