Summary

This position is in the Bureau of the Comptroller and Global Financial Services (CGFS), Deputy Comptroller for Bureau Financial Support Services (BFSS), Foreign Assistance and Independent Accounts Directorate (FAIA), Office of Economic and Public Diplomacy Financial Services (EPFS). Serves as a Supervisory Budget Analyst and manages a staff of budget and financial management functions for the Foreign Assistance and Diplomatic Engagement appropriations in EEB, OCE, OES, CDP, and E/EX bureaus.

Duties

Help

  • Evaluates performance; plans work to be accomplished and sets priorities for subordinates based upon workload and abilities; sets performance standards; gives advice, counsel and/or instruction to employees on both work and administrative matters.
  • Serves as the expert and financial advisor to senior bureau officials in the allocation, management, and control of these resources; and through a staff of personnel, provides expert budgetary, accounts management and control.
  • Tracks and monitors the expenditures of financial resources through programs, grants, and contracts.
  • Provides executive leadership and strategic direction for the Departments financial management and budget programs, ensuring alignment with mission priorities and strategic goals.
  • Represents the organization in meetings and negotiations with officials from the Office of Management and Budget, other federal agencies, and congressional staff regarding budget and financial management issues.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience in developing justification materials, and presenting a bureau budget to Department leadership, the Office of Management and Budget, and Congress.
  • Experience administering an integrated financial planning process for multiple appropriations.
  • Experience in developing financial management policies and procedures.


There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."
