Full Job Description
POSITION DESCRIPTION

The Senior Budget Analyst leads Planning, Programming, Budgeting, and Execution (PPBE) support activities for a federal civilian agency's information technology investment portfolio. This position owns the development of annual IT budget requests, programming justifications, multi-year financial plans, and execution tracking, while responding to recurring and ad hoc financial data calls from the Department, the Office of Management and Budget (OMB), and internal budget offices.

The Senior Budget Analyst brings proven PPBE and Congressional Budget Justification expertise and may provide technical mentorship to junior financial staff supporting the same portfolio.

PRIMARY DUTIES AND RESPONSIBILITIES
  • Support the development, assembly, and justification of annual IT budget requests, budget exhibits, narrative justifications, and spend plans for the client's IT portfolio funding lines.
  • Assist with IT programming request justifications, budget constraint mapping, and multi-year financial plan development.
  • Monitor year-of-execution budget activity, tracking commitments, obligations, expenditures, and funding variances against baselined spending plans.
  • Coordinate and prepare responses to recurring and ad hoc financial data calls issued by the Department, OMB, or internal budget offices.
  • Apply proven expertise in federal PPBE processes and Congressional Budget Justifications to support budget formulation and execution deliverables.
  • Support development of PPBE budget formulation and execution documentation on an as-needed basis aligned to the annual budget cycle.
  • Contribute technical financial content to executive budget briefings, monthly financial dashboards, and governance board materials as needed.
  • Ensure all budget exhibits, cost estimates, and reports are mathematically exact, correctly formatted, and delivered on a 95%-plus on-time basis.
  • Deliver all work products in electronic formats fully compliant with Section 508 of the Rehabilitation Act.
  • Mentor and provide technical guidance to junior financial analysts supporting IT budget formulation activities.


MINIMUM POSITION REQUIREMENTS

Education & Experience
  • Master's degree in Finance, Accounting, Economics, Communications, or Business, with a minimum of 24 semester hours (at a bachelor's or master's level) in quantitative or business-related disciplines.
  • 10 years of relevant professional experience
  • Minimum of 6 years of relevant federal financial experience
  • Proven expertise in federal Planning, Programming, Budgeting, and Execution (PPBE) processes, Congressional Budget Justifications, and IT budget formulation.
  • Proficiency in presenting and reporting in both Microsoft Suite and Google Platform
  • Ability to obtain and maintain a Public Trust Security Clearance (SF-85P).
  • Must be a U.S. citizen or lawful permanent resident.
  • Ability to work in the U.S. without sponsorship.
  • Active CGFM, CDFM, or equivalent federal financial certification preferred.
  • Experience with OMB Exhibits 300/53 and federal IT budget dashboard tools preferred.
  • Prior experience mentoring or leading junior budget analysts preferred.

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

This position operates in a professional office environment at a client site in Washington, DC. Work is primarily performed indoors with artificial lighting and requires prolonged periods of sitting and computer use, with occasional standing, walking, bending, reaching, and lifting of standard office materials. Contractor personnel must maintain secure remote access capabilities to support continuity of operations during inclement weather or facility closures.
