Summary

We are seeking a highly organized and strategic Supervisor of Construction Services to lead contract administration, project oversight, and field inspection activities for transmission and distribution (T&D) projects across the state. In this key leadership role, you will manage and coordinate multidisciplinary support services-including design, construction, contractor safety, and field operations-ensuring seamless, cost-effective execution in alignment with business unit objectives.

The ideal candidate will also collaborate closely with Supply Chain Management to procure and administer major service contracts, maintain compliance, and optimize contractor performance. This position requires strong project management skills, a focus on team cohesion, and a proactive approach to delivering high-quality infrastructure solutions on time and within budget.

Minimum Requirements

  • Bachelor's degree in Business, Engineering, Construction Management, or a related field plus of four (4) years experience in project management, design, Transmission & Distribution portfolio management, or construction/maintenance.
  • In lieu of bachelors degree, combination of college coursework and experience in project management, design, or construction/maintenance totaling eight (8) years.
    Preferred Special Skills, Knowledge or Qualifications:
  • Experience in an electric utility/transmission or distribution organization.
  • Demonstrated leadership qualities and effective interpersonal skills.
  • Knowledge of budget development/process as well as expenditure tracking and monitoring.
  • Working knowledge of contract management, CCB, Maximo, Powerplant and other computer software applications including Microsoft Office, Word, Excel, and Power Point.


Major Accountabilities

1) Develop and manage comprehensive work plans and schedules including survey needs and material requirements to ensure work is completed safely, timely, and cost effectively.

2) Provide for coordinated efforts among operations, maintenance, and construction departments as well as contracting firms (partnering).

3) Ensure compliance with contractual provisions and defined cost structures and parameters. Ensure compliance with Quality Control Program, and construction standards and specifications related to assigned projects.

4) Manage Safety Program for external contractors to ensure compliance with all provisions of the Accident Prevention Manual.

5) Provide for accurate accounting and timely processing of invoices.

6) Effectively negotiate in order to provide for the equitable resolution of issues that may surface.

7) Manage and provide cost data parameters for budget forecasting of programs such as Joint Use, Cell Sites, and Government Relocates.

8) Resolve differences by encouraging and practicing open communications and clarity of expectations.

9) Manage and provide effective leadership to the Team to ensure group and team success, individual contribution and ensure that resolution of employee issues within the group is provided.

Onsite: Requires work to be performed in the field and/or at an APS facility. Depending on the responsibilities of the role, this may include, but is not limited to, working at a power plant, job site, or in the community.
