Job Description:Reporting to the Manager, Operations & Maintenance:

The primary function of the Superintendent of Area Road Operations & Maintenance is to provide leadership and supervision of operations and contracts within the unit. The maintenance may include but is not limited to the inspection of all the above mentioned roads, sidewalk repairs, street sweeping and flushing, curb cuts, utility cut repairs, catch basin and maintenance hole repairs, boulevard repair, ditches/culverts, bridge repairs, manual litter collection, grass cutting, safety attenuation systems, emergency repairs, resurfacing, winter maintenance activities (salting, ploughing, salting, snow removal). The Superintendent will be the Contract Administrator for all contracts under their responsibility and will be responsible to oversee accuracy of documents, payments, operation times and Liquidated Damages.

Major Responsibilities:
  • Allocates human, fiscal, technical and material resources within assigned area.
  • Establishes priorities in assigning work to the staff.
  • Ensures works facilities and equipment are properly maintained.
  • Supervises and trains assigned staff in Health and Safety and Technical issues, administers policies and procedures, collective agreements, including the grievance and arbitration process.
  • Supervises, motivates, and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Ensures quality and quantity of work and services meets divisional standards and that the work is performed in compliance with all legislative regulations, including Occupational Health and Safety Act and regulations, and the Ontario Highway Traffic Act.
  • Makes recommendations and assists the manager in effective planning, implementation and delivery of services.
  • Assesses current practices, making recommendations to increase operational efficiencies.
  • Provides input into and administers assigned Operating and Capital budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Delivers quality customer service by investigating complaints and implements actions for resolution.
  • Manages claims and attends discoveries on behalf of the City.
  • Responsible for the effective day to day administration of assigned staff, including the preparation of job descriptions, hiring and training of employees, attendance management, performance management (appraisals), vacation scheduling, overtime authorization, etc.
  • Deals on a day to day basis with Union officials in resolving concerns.
  • Responsible for effective maintenance and replacement of Fleet.
  • Contract Administrator for all contracts under their responsibility. Overseeing accuracy of documentation, payments, operation times and Liquidated Damages.

Key Qualifications:
  1. Post-secondary education in a discipline pertinent to the job function or equivalent combination of education and experience.
  2. Considerable experience in a leadership role, coaching, training and engaging employees, with the ability to manage a diverse workforce.
  3. Considerable experience with traffic operations, including traffic engineering and municipal traffic, parking regulations, work zone management.
  4. Possession of a valid Ontario Class "G" Driver's License and the ability the ability to obtain the City's Driver's permit.
  5. Ability to lead change, be flexible and responsive, develop staff capabilities and introduce new business practices.
  6. Ability to initiate and implement procedures and measures to increase operational efficiency and effectiveness.
  7. Highly developed problem solving and interpersonal skills, tact, sound judgement and excellent overall communication skills.
  8. Strong Knowledge of the Ontario Highway Traffic Act and Ontario Traffic Manuals the ability to make recommendations on related matters.
  9. Strong knowledge of unionized work environments and the ability to resolve union conflicts.
  10. Knowledge of employment, labour and safety legislation and regulations that apply to this work.
  11. Knowledge of SAP and TMMS business systems or other municipal maintenance management or budget systems.
  12. Knowledge of key Fleet management principles.
  13. Strong written and verbal communication skills with the ability to communicate at all levels of the organization and with the public.
  14. Knowledge of contract Management and regulations.
