Job Summary

This position is located within the Department of Employment Services (DOES),Bureau of Economic Stability and Benefits. . The Bureau of Economic Stability and Benefits comprises two programs: the Office of Paid Family Leave (OPFL) and the Office of Unemployment Compensation (OUC). The mission of the OPFL is to plan, develop, and administer a paid leave program for the District of Columbia under the provisions of the Universal Paid Leave Amendment Act of 2016 (Paid Leave Act). The mission of the OUC is to plan, develop, and administer an Unemployment Insurance (UI) program under the provisions of the District Unemployment Act, the Social Security Act (SSA), the Federal Unemployment Tax Act (FUTA), and other applicable federal laws and statutes.

The incumbent provides critical analytical and administrative support to the Senior Deputy Director. Serving as a key liaison, the incumbent supports the full scope of the Senior Deputy Director's operational priorities by improving workflow efficiency, enhancing data accuracy, and facilitating the coordination of essential program activities. Responsibilities include researching and analyzing issues, responding to sensitive inquiries, managing complex calendars and travel arrangements, coordinating meetings and related preparation materials, organizing and maintaining document management controls, drafting and managing correspondence, and ensuring timely and effective communication across the bureau and with internal agency partners and external stakeholders.

Duties and Responsibilities

Analyzes facts and circumstances involved in making recommendations for solving administrative problems with the limits of standards or acceptable management and administrative practices. Analyzes and develops new ways to improve accuracy, adequacy, timeliness, and validity of data for disseminating information about the program. Conducts fact-finding investigations which involve researching into matter of general or specific concerns which fulfills the requirements of the organization. Provides research references and advisory services for the supervisor in successfully fulfilling the requirements of the organization.

Develops and maintains a comprehensive annual calendar of activities, programs and requirements. Ensures timeliness of programs and activities and attainment of identified objectives; identifies and prepares required issuances for presentation to the supervisor. Make extensive travel arrangements, making complete arrangements for large conferences, preparing documents for training and seminars. Keep abreast of pertinent administrative rules, regulations and procedures. Disseminates information on new or revised administrative policies and procedures. Assures that actions of an administrative nature, originating within the agency, comply with established guidelines and requirements. Assists the supervisor in coordinating and monitoring practices and procedures utilized by the support staff to ensure compliance with all applicable regulations and procedures. Responds to written inquiries and administrative problems brought to supervisor by members of the immediate staff. Notifies the appropriate staff members of the need for information.

Qualifications and Education

Applicant must possess at least one (1) year of specialized experience equivalent to the CS-11 grade level. Specialized experience is experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties. This experience could include but not be limited to experience in office management, applying complex fact-finding, analytical, and problem-solving methods, and techniques to identify problems, draw conclusions and make recommendations.

A bachelor's degree from an accredited four-year university is preferred.

Tour of Duty: Monday-Friday 8:30 am- 5:00 pm

Pay Plan, Series and Grade: CS-0301-12

Salary: $80,784- $103,333; Based on qualifications and funding

Collective Bargaining Unit (Union): This position is not covered by a Collective Bargaining Unit.

Position Designation: This position has been designated as Security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Preference: Applicants claiming Residency Preference will be required to maintain residency in the District of Columbia for a minimum of seven (7) years from the date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
