Full Job Description
ITCON Services is seeking an experienced Senior Web Agile Product Owner / Project Manager (Level III) to support a high-profile federal customer in managing and enhancing enterprise web platforms, digital products, and web-based applications. This role will operate as both a Product Owner and Project Manager within an Agile environment, partnering with stakeholders, developers, designers, QA testers, and leadership to deliver reliable, customer-focused web solutions.

The ideal candidate will bring strong Agile product management experience, excellent stakeholder engagement skills, and working knowledge of web technologies, content management systems, accessibility requirements, and project delivery best practices.
Work Schedule 40 hours per week; standard schedule Monday-Friday, 9:00 a.m.-6:00 p.m. with one-hour lunch Period of Performance Base year: September 15, 2026-September 14, 2027; two 12-month option periods anticipated Security Requirement Must be able to pass required background checks and meet applicable House security requirements Priority Experience gile Product Ownership / Project Management, web platforms, CMS, Jira or ClickUp, Drupal preferred

Key Responsibilities

Product Ownership & Agile Leadership
  • Serve as Product Owner within Agile Scrum teams, defining, organizing, and prioritizing product backlogs.
  • Gather stakeholder and customer requirements and translate them into actionable user stories, tasks, and product deliverables.
  • Collaborate with designers, developers, QA testers, and other project roles to deliver business value.
  • Guide teams in using Sprint or Kanban methodologies, dashboards, and tracking mechanisms as appropriate.
  • Promote adherence to House Agile Scrum methodologies, governance processes, standards, and best practices.

Project Management & Business Analysis
  • Manage high-visibility web products, services, and major initiatives through the Software Development Life Cycle.
  • Develop and maintain project artifacts, including project plans, requirements documentation, communications plans, risk matrices, operating procedures, test plans, and related records.
  • Conduct business analysis, user focus groups, surveys, user acceptance testing, quality assurance testing, and stakeholder requirements gathering.
  • Support project risk management, quality assurance, change management, and business continuity/disaster recovery frameworks.
  • Manage multiple competing priorities in a fast-paced, high-profile environment while delivering accurate and timely work.

Product Strategy, Metrics & Reporting
  • Evaluate existing products and services and recommend enhancements, modernization opportunities, and process improvements.
  • Research emerging technologies, web platforms, industry applications, tools, and administrative or procedural practices.
  • Define, track, and report product performance metrics, team dashboards, and management reports.
  • Prepare presentations and communicate complex technical information to audiences with varying levels of technical expertise.
  • Support management decision-making through objective data collection, analysis, and reporting.

Customer Support, Training & Documentation
  • Provide content management or user support to Member, Committee, Leadership, and internal House offices on websites and web products.
  • Create user documentation, training materials, and presentation materials as needed.
  • Maintain professional relationships with customers, management, colleagues, and vendors.
  • Deliver high-quality customer service and maintain poise and professionalism in written and verbal communications.

Required Qualifications
  • Minimum of 4 years of experience as a Product Owner and/or Project Manager, including experience working in an Agile environment.
  • Ability to translate functional business requirements from customers and stakeholders into detailed tasks for design and development teams.
  • Strong written, verbal, collaboration, presentation, and stakeholder communication skills.
  • Broad knowledge of web technologies, content management systems, and user experience best practices.
  • Ability to learn new technologies quickly and apply effective design principles.
  • Experience developing reports, presentations, user documentation, and project management artifacts.
  • Strong analytical, problem-solving, organizational, attention-to-detail, and time-management skills.
  • Ability to work both independently and collaboratively in a team environment.

Preferred Qualifications
  • Experience with Drupal content management systems strongly preferred; WordPress experience also relevant.
  • Knowledge of ClickUp or Jira for product management and Agile tracking.
  • Strong Jira experience, including developing dashboards and tracking work through tickets.
  • Knowledge of Section 508 accessibility requirements and web accessibility best practices.
  • Experience with Microsoft Excel, Word, PowerPoint, Project, and Visio.
  • ServiceNow or BMC Remedy experience is a plus.
  • Experience supporting large-scale, enterprise-level or federal web initiatives is a plus.

Work Environment
  • On-site role in Washington, DC.
  • Normal work hours are expected to be 9:00 a.m. to 6:00 p.m., Monday through Friday, with an hour for lunch; minor schedule adjustments may be considered.
  • High-visibility customer environment requiring professionalism, discretion, and strong communication.
  • Candidate may be required to complete background checks and sign applicable non-disclosure or security documentation before beginning work.
