Overview

The Sr. Director of Ambulatory Strategy & Policy serves as a principal strategic advisor to the Deputy CEO & Chief Strategy Officer and executive leadership, helping shape the future direction of CommUnityCare and the Central Health System's ambulatory strategy. The role leads health center strategic planning and monitoring, ambulatory and service-line strategy, health center policy and market intelligence, and evaluation of strategic growth opportunities.

This leader translates complex policy, market, financial, clinical, and operational information into strategic choices and actionable recommendations. The position leads primarily through judgment, influence, facilitation, and credibility, bringing together clinical, operational, financial, and community perspectives to solve complex problems and advance organizational priorities.

*This is a hybrid position. Individuals in this position may work both at an approved off-site location and onsite at a primary location or multiple locations based on business needs.

Responsibilities

Health Center and Ambulatory Strategy:
  • Lead system ambulatory strategy using a disciplined strategic framework.
  • Identify where CommUnityCare should invest, grow, partner, and innovate to improve access, quality, equity, and long-term sustainability.
  • Facilitate executive and board strategic planning discussions and translate priorities into measurable action plans.
  • Monitor strategic plan progress and recommend course corrections.

Healthcare Policy, Advocacy, Intelligence & Foresight:
  • Monitor federal, state, and local policy affecting FQHCs, Medicaid, HRSA, value-based care, and the healthcare safety net.
  • Conduct environmental scanning, competitive analysis, and scenario planning.
  • Prepare executive policy briefings, issue papers, and strategic options.
  • Develop and advance organizational policy and advocacy priorities in partnership with executive leadership and key internal and external stakeholders.
  • Support executive engagement with policymakers, associations, coalitions, and community partners on issues affecting patients, the health center, and the broader safety-net system.

Growth, Market & Partnership Strategy:
  • Develop business cases supporting new services, ambulatory expansion, and strategic partnerships.
  • Evaluate community needs, market opportunities, and partnership proposals, in collaboration with Central Health Strategy team.
  • Support enterprise initiatives that strengthen CommUnityCare's reputation as an safety-net health system.

Strategic Analytics:
  • Set strategic priorities and work plans for the Strategy Analyst in partnership with Business Intelligence.
  • Frame executive questions requiring analysis and translate findings into decisions.
  • Ensure analyses support board, executive, and organizational strategy.

Executive Advisory Role:
  • Serve as a trusted thought partner to the Deputy CEO and executive leadership.
  • Develop decision frameworks, briefing materials, and strategic recommendations.
  • Prepare leaders for engagement with governing boards, policymakers, and strategic partners.
  • Integrate perspectives across grants, partnerships, communications, market intelligence, policy, and operations to inform strategic choices and organizational priorities.

Qualifications

Education:
  • Bachelor's Degree (higher degree accepted) Health Administration/Healthcare Management, Public Health, Public Policy/Public Affairs, Business Administration, Economics, Political Science/Government, Health Policy, or another related field - Required
  • Master's Degree (higher degree accepted) Master's degree (MHA, MPH, MBA, MPP, or related discipline) strongly preferred. - Preferred

Experience:
  • 8 years or more of progressive leadership in healthcare strategy, ambulatory care, healthcare consulting, managed care, policy, or service line planning. - Required
