Job Title: Specialist, Program ManagerJob Location: Montréal, QCJob Code: 40937Job Schedule: Day ShiftCompensation Range: Between $75,000 - $125,000 CDN annually Essential Functions: - Ensures major projects and programs are managed across company functional groups including finance, engineering, supply chanin, manufacturing, and quality.
- Experience with Earned Value Management (EVM) to effectively plan, monitor, and control project performance, including tracking cost and schedule variances against established baselines
- Demonstrated experience with Document Configuration Management and Windchill or equivalent platform
- Lead strategic projects; and provide support with bids and proposals.
- Provide guidance and make decisions on project issues.
- Ensures compliance with internal program procedures and project control guidelines.
- Interfacing and managing relationships and expectations with Domestic and International customers.
- Liaise with all stakeholders and departments to ensure technical, schedule and budget compliance.
- Management of suppliers/subcontractors and manufacturers of products for the projects
- Evaluate project risk and develop mitigation plans, as required.
- Review project expenditure, cash collection and EAC forecasts.
- Prepare and submit monthly progress reports and Lead and participate in Internal monthly project status reviews.
- Keep management fully informed on progress.
- Ability to travel 10% of the time.
Qualifications: - Bachelor's degree in engineering, commerce or management.
- 5+ years of work-related experience.
- PMP certification is desirable
- Requires proficient knowledge of job area typically obtained through a combination of education and experience. Must have practical knowledge of project management.
- Familiarity with naval ship systems and operator training would be an asset.
- Experience coordinating project activities across engineering, procurement, and site teams to support design, testing, and implementation phases.
- Strong ability to develop and track project schedules, manage risks, and monitor cost performance using established project management tools and processes.
- Hands-on involvement in preparing project plans, technical documentation, change requests, and progress reports for internal stakeholders and clients.
- Demonstrated capability to manage vendor deliverables, monitor execution milestones, and support FAT/SAT and commissioning activities.
- Organized and structured approach with the ability to manage own time effectively while operating across multiple projects.
- Effective communicator able to translate project status, constraints, and decisions to technical teams, management, and external partners.
- Strong organizational skills with a track record of meeting deadlines, handling competing priorities, and driving tasks to completion.
- Proficient with project management tools and software (MS Project, SharePoint, collaborative PM platforms).
- Demonstrated strong written and verbal communication skills both in French and English. The English language, in addition to French, is required to meet contractual requirements.
Eligibility Criteria: - Must be eligible for registration with the Controlled Goods Program;
- Must be eligible to obtain and maintain a government of Canada Reliability status and Secret Level 2/NATO Secret security clearance;
