At the Harris County Office of the Purchasing Agent, Sourcing Directors oversee strategic sourcing efforts for specialized categories supporting Harris Health's clinical and operational needs. In this role, you will guide and develop a growing team, collaborate closely with clinical and supply chain partners, support Value Analysis Program (VAP) initiatives, and ensure clinicians have the products and resources necessary to deliver exceptional patient care. Duties and Responsibilities:- Develop and execute sourcing strategies that deliver cost savings, value, and improved outcomes.
- Lead competitive and non competitive procurement processes; determine optimal sourcing method balancing compliance and departmental needs.
- Lead, coach, and develop a team of Sourcing Specialists, promoting accountability and high performance.
- Serve as procurement liaison to the Value Analysis Program (VAP); support product research, evaluations, and system wide standardization.
- Partner with Supply Chain, clinical leadership, and operational stakeholders on sourcing strategy, contract planning, and category management.
- Ensure compliance with Harris Health and Harris County procurement standards, policies, and procedures.
RequirementsEducation and Experience:- Master's degree + 8 years of healthcare procurement experience;
OR- Bachelor's degree + 10 years healthcare procurement experience,
PLUS:- With at least 3 years in a supervisory or management position
Knowledge, Skills, and Abilities:- Procurement certification: CMRP, CPPO, CPSM, or equivalent within 1 year of service
- Advanced Excel proficiency and strong data analytics capabilities for spend review and validation.
- Meaningful participation and contribution to Value Analysis Program (VAP) initiatives
- Proven managerial experience, including coaching, developing, and upskilling staff.
- Direct experience working with GPOs (including GHX) and applying sourcing best practices in healthcare.
- Excellent communication, collaboration, and stakeholder management skills.
- Strong leadership, prioritization, decision making, and conflict resolution skills.
- Ability to manage high volume sourcing activity and complex procurement initiatives.
- Forward thinking, open minded, and committed to continuous improvement and process optimization.
- Experience in government healthcare, pharmaceuticals, and/or medical products distribution.
