GENERAL DESCRIPTION

The State Office of Risk Management administers the workers¿ compensation program, insurance and risk management programs, and the continuity of operations program for other state entities. SORM is seeking an experienced Systems Analyst to assist with analyzing and identifying user requirements, procedures, and problems to automate processing or to improve existing systems, with a specialized focus on artificial intelligence (AI) systems coordination, SharePoint development, and database/Power Platform administration. Responsibilities include helping the agency evaluate, manage, and establish policies for AI systems; administering and tracking staff utilization of AI tools; serving as the subject matter expert (SME) for custom SharePoint development; and acting as a database administrator with knowledge in designing and maintaining Power BI reports and Power Apps workflows.

ESSENTIAL POSITION FUNCTIONS
  • Policy Development & Alignment: Assists in the development, implementation, and continuous improvement of SORM's artificial intelligence (AI) policies, procedures, and strategies to support the agency's operational goals.
  • AI System Registry & Tracking: Establishes, maintains, and actively tracks a central registry of all AI tools, large language models (LLMs), and machine learning applications utilized by SORM staff, ensuring alignment with data governance and security protocols
  • Risk & Feasibility Analysis: Performs analysis on new and emerging AI platforms for risk, relevancy, and feasibility at SORM. Assesses prompt engineering techniques, model fairness, data quality, and explainability.
  • Governance Frameworks: Ensures that all developed and implemented AI solutions comply with established state and agency AI governance frameworks, responsible AI principles, and ethical standards.
  • Conversational AI Deployment: Develops, tests, and deploys custom Microsoft Copilot Studio chatbot solutions and generative AI features from design through production, including requirements gathering, conversational flow mapping, and performance monitoring
  • SharePoint Engineering: Performs seniorlevel system administration, development, and site customization in SORM's SharePoint environment. Ensures platform reliability, security, custom branding, and optimized usability
  • Subject Matter Expertise: Acts as SORM's agencywide Subject Matter Expert (SME) for SharePoint development; engages with internal stakeholders to gather business needs and translate them into custom SharePoint pages, layouts, and libraries.
  • Custom SPFx Solutions: Designs, develops, and implements tailored SharePoint solutions utilizing SharePoint Framework (SPFx), Power Automate, and canvas Power Apps to replace outdated workflows and automate manual processes.
  • Platform Integrations: Connects SORM's SharePoint Online environment with other enterprise cloud systems, including Microsoft Teams, Dynamics 365, and thirdparty APIs.
  • Content Migration & Tech Support: Utilizes the SharePoint Migration Tool to transfer legacy file shares and content to SharePoint Online. Provides technical troubleshooting, trains endusers, and drafts best practice documentation
  • Database Administration: Maintains the structural design, data integrity, capacity planning, and security of SORM's relational databases, semantic models, and data flows
  • Power Platform Governance: Oversees the administration, licensing structures, environment provisioning, and security integration of SORM's Microsoft Power Platform (including Power BI, Power Apps, and Microsoft Fabric)
  • Advanced Power BI Reporting: Designs, develops, and administers advanced Power BI reports, semantic data models, dataflows, and dashboards. Implements and enforces strict RowLevel Security (RLS) policies to protect confidential data
  • Business Apps Development: Designs, builds, and deploys secure and scalable modeldriven and canvas Power Apps integrated with SharePoint, SQL Server databases, and Azure Active Directory
  • Performance & Compliance: Monitors workspace compliance, capacity workloads, and dataset refresh schedules. Collaborates with security and licensing teams to ensure all configurations adhere to enterprise security guidelines
  • Requirements Analysis & Specifications: Analyzes current or proposed SORM procedures, information systems, and utility programs. Translate complex business needs into clear functional specifications and technical requirements
  • Workflow & Prototyping: Designs, modifies, and implements revised processes to improve agency workflow. Prototypes user interfaces and workflows (such as wireframes and mockups) to align stakeholders, reduce rework, and ensure critical requirements are met
  • Data Quality & Migration: Supports data migration planning, mapping, cleansing, and reconciliation across legacy platforms and cloud systems
  • Technical Documentation: Prepares analytical reports, study findings, costbenefit diagrams, flowcharts, and instructions for proposed systems. Documents technical specifications from requirements through deployment
  • Community Support & Mentorship: Assists with developing and supporting SORM's internal data and AI community through user group research, training opportunities, and mentorship
  • Attendance & Service: Attends work regularly and observes approved work hours in accordance with SORM leave and attendance policies. Performs other duties as assigned

MINIMUM QUALIFICATIONS
  • Required Education: Graduation from high school or equivalent is required. A bachelor's degree from an accredited fouryear college or university with major coursework in Computer Science, Information Management, Management Information Systems, or a closely related field is preferred. Additional work experience of the type described or other related education/certifications may be substituted for one another on a yearforyear basis.
  • Required Cloud/Systems Experience: Minimum of four (4) years of experience as a cloud administrator, database administrator, or systems analyst, with handson experience administering Microsoft 365 and Microsoft Power Platform environments.
  • Required SharePoint Experience: Minimum of five (5) years of experience with SharePoint administration/configuration, including at least two (2) years of experience as a SharePoint
  • Developer (using SPFx, Power Apps, and custom branding).
  • Computer Systems Capabilities: Indepth knowledge of the limitations and capabilities of computer systems, information technology equipment, database structures, and systems integration techniques.
  • AI and Power Platform Tech: Proficiency with Copilot Studio, Azure AD security principles (app registrations, service principals, identity management), conversational AI design, prompt engineering, generative AI governance, and responsible AI practices.
  • Advanced Development Tools: Proficiency with SharePoint, PowerBI reporting, PowerApps development, Microsoft Fabric, Dynamics 365, and programming/scripting languages (such as PowerShell, SQL, Python, or Visual Studio).
  • Problem Solving & Troubleshooting: Skill in analyzing complex technical systems, diagnosing database/network issues, debugging code, and implementing secure, scalable software installations.
  • Requirements Gathering: Ability to analyze procedures, elicit user requirements using interviews, workshops, surveys, and document analysis, and translate business needs into detailed technical specifications.
  • Regulatory Awareness: Ability to rapidly assimilate information related to DIR, state and federal regulations, legislative guidelines, and internal SORM cybersecurity and data privacy policies.
  • Communication & Interpersonal: Excellent verbal and written communication skills; ability to produce highlevel correspondence, draft clear governance policies, and explain complex technical concepts to nontechnical stakeholders.
  • Organizational and Prioritization: Ability to stay highly organized, multitask, work independently with high initiative, and effectively prioritize in a fastpaced, multidemand environment with tight deadlines.
  • Safety Compliance: Ability to work in a safe manner at all times, avoiding risky shortcuts, and comply with agency safety standards and emergency practices.
  • Schedule & Location: Availability for afterhours and weekend work for system maintenance. Candidate must reside in Texas. Travel statewide up to two (2) times a month may be required. Hybrid or telecommuting options may be considered based on SORM guidelines.

PREFERRED QUALIFICATIONS
  • Preferred AI Experience: Minimum of two (2) years of experience in managing, deploying, developing, or writing governance policies for artificial intelligence (AI) and/or machine learning (ML) systems in regulated or government environments.
  • Preferred Certifications: Microsoft Certified: SharePoint Administrator or Developer; Microsoft Certified: Power Platform App Maker, Developer, or Administrator; or specialized SQL Server Database / Generative AI certifications (such as Microsoft Copilot Studio)
