The Software Lead oversees enterprise software and services support, directing team activities across licensing, systems engineering, emerging technology analysis, and customer support functions. This role ensures compliance with Department of the Navy (DON) and DoD policies, guides enterprise software lifecycle operations, and provides strategic leadership for complex technical initiatives. The Software Lead is responsible for setting direction, ensuring high-quality execution, and aligning team outputs with program goals across major software portfolios including Adobe, Cisco, Java, Microsoft, Oracle, Red Hat, VMware, and others.

Responsibilities Enterprise Software & Services Support

• Provide leadership for requirements validation, ordering and training guide development, customer presentation preparation, and enterprise communication efforts.
• Oversee validation of software license agreements, terms, and technical requirements.
• Direct team analysis of hardware/software service requirements and data reviews supporting Project Officers.
• Ensure coordinated execution of ESL responsibilities across supported enterprise software vendors.

New Technology Identification & License Management (Lead Role)

• Set strategic direction for identifying and evaluating emerging technologies for mission and program alignment.
• Oversee team execution of license usage reporting, lifecycle forecasting, and license deactivation workflows.

Systems Engineering Support (Lead Role)

• Guide overall systems engineering priorities and ensure team alignment across integration efforts, documentation reviews, and technical issue analysis.
• Provide leadership for Agile execution, ensuring engineering activities support program objectives and sprint commitments.

VMware/Broadcom Portal & License Management (Lead Role)

• Oversee VMware and Broadcom licensing operations while ensuring the team maintains compliance, accurate reporting, and effective optimization.
• Ensure enterprise standards, naming conventions, and audit practices are consistently followed.

Microsoft Licenses, Subscriptions, and Services Support (Lead Role)

• Provide leadership over Microsoft lifecycle management, SCOUT platform operations, and customer support activities.
• Ensure the team adheres to cybersecurity, RMF, ATO, and governance requirements.
• Direct technical engagement activities including requirements validation, licensing calculations, and TBA management.

Qualifications

• Must possess an active secret clearance with ability to obtain top secret.
• Bachelor’s degree in computer science, Information Systems, Engineering, or related field and 4 years of experience. In lieu of a degree, must have 8 years of related experience in enterprise software management, systems engineering, or software licensing operations.
• Experience leading technical teams and coordinating complex software environments.
• Strong understanding of enterprise software lifecycle management, system integration, and cybersecurity frameworks.
• Working knowledge of Agile methodologies and associated tools.
• Familiarity with DoD and DON compliance requirements, including RMF and ATO processes.
• Excellent communication and leadership skills.

Preferred Qualifications:

• Master’s degree in a related technical discipline.
• Experience with Microsoft Dataverse, Canvas Apps, and enterprise licensing dashboards.
• Prior experience supporting federal or military enterprise environments.
• Understanding of VMware Cloud Foundation licensing and Broadcom portal administration.
• Certifications such as CISSP, Security+, Cloud+, or vendor-specific credentials for Microsoft or VMware products.
