Job Summary
The Software Developer 3 will manage and support the enterprise Identity and Access Management (IAM) ecosystem throughout the engagement. The role will design and implement a centralized identity provider framework using SAML 2.0 and OIDC for SSO and MFA, develop identity lifecycle workflows, onboard applications through REST APIs, and establish Role-Based Access Control (RBAC). The developer will integrate IAM solutions across platforms, support Identity Governance and Administration (IGA), Access Management, and Privileged Access Services, and collaborate with security and IT teams to maintain consistent IAM practices. Prior experience working with state government clients is required.

Key Responsibilities
• Design and implement a centralized identity provider framework using SAML 2.0 and OIDC for SSO and MFA.
• Manage IAM platform governance, engineering, lifecycle automation, and scripting.
• Design and implement IAM lifecycle workflows and automation.
• Onboard and integrate business applications with IAM systems using REST APIs.
• Design and implement Role-Based Access Control (RBAC) models.
• Enforce separation of duties and design access certification campaigns.
• Manage centralized identity provider configurations for SSO and MFA.
• Implement and support SailPoint Identity Security Cloud.
• Implement user access reviews using SailPoint Identity Security Cloud.
• Integrate applications with SailPoint Identity Security Cloud.
• Implement and support Privileged Access Management capabilities.
• Automate user provisioning and reporting using PowerShell and Python.
• Integrate IAM solutions across platforms and collaborate with security and IT teams to maintain consistent IAM practices.
• Regularly assess IAM technologies and identify opportunities for improvement.
• Maintain technical documentation related to IAM architecture, configurations, processes, and support procedures.
• Provide support for Directory, IAM services, servers, and databases.

Required Qualifications
• 8+ years of experience in IAM platform governance, engineering, lifecycle automation, and scripting.
• 8+ years of experience onboarding applications and integrating business applications with IAM systems.
• 5+ years of experience designing and implementing RBAC models, enforcing separation of duties, and designing certification campaigns.
• 5+ years of experience managing centralized identity providers and configuring SSO and MFA.
• 3+ years of experience with SailPoint Identity Security Cloud.
• 3+ years of experience implementing user access reviews with SailPoint Identity Security Cloud.
• 3+ years of experience integrating applications with SailPoint Identity Security Cloud.
• 3+ years of experience using Privileged Access Management.
• 3+ years of experience automating user provisioning and reporting using PowerShell and Python.
• Experience with SAML 2.0 and OIDC.
• Experience with REST APIs and application integration.
• Experience supporting IGA, Access Management, and Privileged Access Services.
• Prior experience working with state government clients.

Preferred Qualifications
• 2+ years of experience working with a state government agency.
