Job Overview

We are seeking a SharePoint Developer and Data Management Specialist to join our team. You will serve as a SharePoint developer and data management specialist, responsible for engineering automated workflows, building dashboards, and administering comprehensive document repositories to support USCG Offshore Patrol Cutter (OPC) program activities. Additionally, you will perform rapid data mining, execute time-sensitive data calls, and generate critical metrics and reports to ensure seamless contract management, financial tracking, and program compliance. This position is in Mobile, AL.

Responsibilities include, but are not limited to:
  • SharePoint Development and Workflow Engineering
    • System Customization: Develop, support, and upgrade local OPC SharePoint tools, including custom dashboards and user quick-view status interfaces to enhance overall team activities and contract management.
    • Workflow Automation: Architect, initiate, expedite, and close out automated workflows that govern the entire document lifecycle, encompassing creation, indexing, review, delivery, and final approval.
    • Site Maturation: Continuously mature SharePoint sites to improve document management, repository architecture, and search/referencing functionalities.
  • Comprehensive Document and Data Management
    • Repository Administration: Organize and maintain a version-controlled electronic database of all current and historical program documents, including MSAM documentation, decisional memorandums, specifications, and correspondence.
    • Compliance and Screening: Screen all documentation for proper distribution markings and data rights, review contractor-submitted Data Accession Lists, and proactively monitor SharePoint content to alert the Contracting Officer's Representative (COR) of any issues within 24 hours.
    • Information Routing: Monitor data repositories for updates and new files, ensuring that documentation is efficiently forwarded to relevant USCG staff members as directed.
  • Reporting, Analytics, and Data Mining
    • Metrics and Dashboards: Create standardized reports and presentation graphs that track workflow status, process metrics, and overall system usage.
    • Research and Validation: Perform data mining both inside and outside of the SharePoint environment to retrieve historical responses, validate data with USCG directorates, and support responses to new program questions.
    • Lessons Learned and Financial Tracking: Draft actionable lessons learned reports to capture data between hulls (e.g., Post Shakedown Availabilities) and maintain trackers/spreadsheets that organize all program financial activities and execution schedules.
  • Rapid Response and Data Call Administration
    • Time-Sensitive Execution: Administer, collect, and submit routine but highly time-sensitive data calls, handling approximately 40 calls per hull annually that demand turnarounds ranging from 4 to 24 hours.
    • Concurrent Clearance Tracking: Follow up on critical program documentation navigating concurrent clearance and sequential approval processes to prevent administrative bottlenecks.
  • Process Optimization and Program Support
    • Process Development: Formulate and document structured processes and plans for the creation, incorporation, and maintenance of Government reports, trackers, and deliverables to ensure clear future timelines.
    • Stakeholder Engagement: Present SharePoint system statuses and user requirements to management and attend relevant review meetings to capture detailed technical notes and assigned tasks.
Required Qualifications:
  • A bachelor's degree
  • A minimum of four (4) years of experience with infrastructure and web-based development in a SharePoint software environment
  • Knowledge of MS Office software suits to include Word, Excel, and Power BI.
  • Experience in Performance Metrics, Analysis, and Trending.
