Position Description & Qualifications

The Geospatial Technical Project Lead (NG911 GIS) is responsible for leading the development, maintenance, quality assurance, and implementation of geospatial data and GIS solutions supporting Next Generation 911 (NG911) systems. This position serves as both the technical authority and project lead for NG911 GIS data initiatives, ensuring compliance with NENA standards, state GIS requirements, and public safety data governance policies.

The role oversees NG911 GIS data projects involving road centerlines, site/structure address points, Emergency Service Boundaries (ESBs), PSAP boundaries, provisioning workflows, quality control processes, and GIS data integration with emergency communications systems. The Geospatial Technical Project Lead collaborates with public safety agencies, local governments, GIS coordinators, state 911 offices, and NG911 service providers to ensure accurate, reliable, and standards-compliant GIS data supporting emergency response operations.

In this role, you will:
  • Provide Geographic Information System subject matter expertise and direction on projects from inception through completion (e.g. proposal input, task lead, deliverables, quality assurance, etc.)
  • Serve on a team of project leads for NG911 GIS data creation, validation, reconciliation, and implementation.
  • Develop project plans, schedules, and resource requirements.
  • Monitor project progress and provide status reporting to leadership and stakeholders.
  • Ensure deliverables are completed on time, within scope, and within budget.
  • Provide technical leadership for NG911 GIS data creation, validation, and management activities.
  • Ensure compliance with:
    • NENA NG911 GIS Data Model Standards
    • State NG911 GIS requirements
    • GIS data governance policies
    • Public safety mapping best practices
  • Establish GIS data workflows supporting NG911 call routing and location validation.
  • Lead GIS quality assurance and quality control (QA/QC) programs.
  • Develop and implement data validation procedures.
  • Analyze and resolve GIS data discrepancies impacting emergency call routing.
  • Maintain data accuracy, completeness, consistency, and currency.
  • Establish data stewardship responsibilities and governance processes.
  • Lead stakeholder coordination and serve as the primary liaison between technical teams and public safety stakeholders to include:
    • US Navy
    • 911 Authorities
    • PSAP Managers
    • Emergency Management Agencies
    • State 911 Offices
    • GIS Coordinators
    • NG911 Service Providers
    • Local Governments
  • Facilitate stakeholder meetings, workshops, and technical working groups.
  • Present technical recommendations to executive and operational leadership.
  • Provide technical direction and performance oversight.
  • Foster a culture of continuous improvement and data quality excellence.

In addition:
  • This position will support the Navy and multiple contracts as a Geographic Information System (GIS) SME and an NG911 GIS data manager/geodatabase administrator.
  • This position is responsible for developing data manipulation and processing methodology that aids in the capture, storage, manipulation, analysis, management, and presentation of all types of spatial or geographic data.
  • This position will gather and update geographic mapping in support of Next Generation 911 efforts, as well as emergency management and related information, for the Navy's Regional Commands both CONUS and OCONUS.
  • This position will be responsible for implementing all requirements and standards for NG911 GIS data, as well as instituting methods and controls for adherence.
  • This position will participate in short and long range planning for the Naval Information Warfare Center's emergency response and public safety systems, as a GIS SME.
  • This position is part of a very dynamic, high-demand team, and may require travel, both CONUS and OCONUS.


  • To be successful in this role, you will have:
    • An active DoD Secret security clearance
      • U.S Citizenship required
    • A Bachelor's degree
      • Or a High School Diploma/GED with minimum 14 years of relevant experience in lieu of degree
    • Minimum 10 years of relevant work experience
    • Experience in Enterprise GIS database management
    • Experience in Spatial Enterprise Solutions
    • Ability to work independently and within government systems
    • Ability to travel up to 25% CONUS/OCONUS
      • Must possess a valid U.S Passport

    Additional desired experience and skills:
    • A Bachelor's degree in GIS, Geospatial Technology, Geography, Data Management, and/or other related technology field is preferred
    • Knowledge of or experience with NENA standards
