The Opportunity

The Strategic Planning, Reporting and Execution department is seeking a Senior Specialist, Strategic PMO. Reporting to the Head of Strategic PMO, you will play an important role in enabling the effective and efficient delivery of the OSC Strategic Plan and Priorities. As a key contributor to the enterprise-wide Strategic PMO function, you will help introduce and embed project delivery and reporting frameworks across the organization, strengthen project governance, enable performance measurement, and foster alignment across enterprise-level initiatives.

What will you do?
Portfolio Analysis and Project Management
  • Support the development, implementation and continuous improvement of enterprise-wide PMO frameworks, including resource management, project financials, project outcomes, governance and reporting.
  • Maintain portfolio prioritization tools and support the intake, assessment and prioritization of new strategic initiatives.
  • Identify, assess and track project risks, issues and dependencies to support effective decision-making and delivery.
  • Review project and portfolio information to identify practical opportunities to improve PMO processes, tools and ways of working.


Stakeholder Engagement and Change Management
  • Maintain the Project Master List and support the implementation of new PMO processes, tools and guidelines.
  • Develop and support change management plans for priority PMO deliverables, including impact assessments, readiness activities, training and communications.
  • Engage stakeholders across the organization to gather feedback, support alignment, resolve issues and enable adoption of PMO deliverables.


Portfolio Management Reporting
  • Coordinate regular project and portfolio reporting for a range of stakeholder audiences under the leadership of the Head of Strategic PMO.
  • Analyze project data and develop insights, reports and dashboards that support executive decision-making.
  • Work with the Strategic Planning and Reporting team to align portfolio information with broader organizational reporting needs.


What do you need to be successful in this role?
  • University degree in Business, Finance, Information Technology, Engineering, Mathematics or a related discipline.
  • At least five years of business experience, including three or more years in business analysis, project management, portfolio management or a related role.
  • Strong proficiency with project management, reporting and data analysis tools, including JIRA, Power BI, advanced Excel and PowerPoint; PMI certification (e.g. PMP, PgMP, CBAP) and Power BI certification (PL-300) are preferred.
  • Experience supporting change management activities, including impact assessments, stakeholder readiness, communications and training; Prosci or related methodology experience is an asset.
  • Strong analytical and process orientation, with the ability to collect, interpret and communicate information accurately and with sound judgment.
  • Excellent written and verbal communication skills, with the ability to engage stakeholders, build relationships and support alignment across teams.
  • Highly motivated, adaptable and collaborative, with the ability to work with minimal direction, manage competing priorities and perform effectively under pressure.
  • Knowledge of the securities industry is an asset.
