Bell is seeking an experienced Senior Specialist,Commissioning to lead commissioning strategy, execution, and technical acceptance for its national data centre build program. Reporting to the Director, Engineering, this role serves as the technical authority for validating that mission-critical infrastructure systems are installed, integrated, tested, and perform in accordance with design intent, standards, and operational requirements prior to handover.

Key Responsibilities

Commissioning Strategy & Planning
  • Define commissioning strategies, plans, and acceptance frameworks across mechanical, electrical, controls, and integrated systems.
  • Ensure commissioning requirements are embedded early in design, specifications, procurement packages, and construction planning.


Functional & Integrated Systems Testing
  • Lead and oversee Level 1-5 commissioning activities, including factory testing, site testing, integrated systems testing (IST), and performance validation.
  • Coordinate commissioning sequencing across power, cooling, controls/BMS, life-safety, and redundancy systems.


Technical Acceptance & Handover
  • Act as the technical authority for system acceptance, verifying that installed systems meet Basis of Design, specifications, and performance criteria.
  • Support formal handover to Data Centre Operations, ensuring commissioning documentation, test results, and deficiencies are complete and resolved or formally accepted.


Cross-Functional & Vendor Coordination
  • Coordinate commissioning activities across Engineering, Construction/Owner's Rep, Contractors, OEMs, and Operations.
  • Resolve technical issues identified during commissioning and lead root-cause analysis for system performance gaps.


Documentation, Governance & Continuous Improvement
  • Maintain commissioning records, test scripts, deficiency logs, and acceptance documentation to support audit readiness.
  • Incorporate lessons learned and best practices into commissioning standards and playbooks.


Critical Qualifications

  • 5+ years of experience in commissioning or critical systems engineering within data centre or mission-critical infrastructure environments.

  • Demonstrated experience leading commissioning of power, cooling, and controls systems in live or pre-live data centre environments.

  • Strong understanding of redundancy architectures, integrated systems testing, and failure mode validation.

  • Ability to interpret design documents, specifications, and Basis of Design requirements.

  • Excellent coordination and communication skills across technical and operational teams.


Preferred Qualifications

  • Experience commissioning high-density or AI-optimized data centres.

  • Familiarity with industry standards and best practices (ASHRAE, CSA, NFPA, Uptime Institute, etc.).

  • Background working with Owner's Rep, EPC, or hyperscale delivery models.

  • Professional engineering or commissioning certifications considered an asset.


Adequate knowledge of French is required for positions in Quebec.
