Full Job Description
H2 Performance Consulting (H2), a high-growth technology firm, is seeking a Senior Reengineering Specialist to support a U.S. government client. The Senior Reengineering Specialist will lead complex business-process reengineering, organizational redesign, operating-model development, and performance-improvement initiatives across Federal organizations. This is a fully remote position supporting a government client. The position requires U.S. citizenship and an active Public Trust clearance at the time of application. This position is contingent upon contract award, final staffing requirements, security eligibility, certification requirements, and customer approval, where applicable.

Key Responsibilities:
  • Plan and lead enterprise or cross-functional reengineering initiatives spanning multiple programs, offices, bureaus, commands, systems, or stakeholder organizations.
  • Analyze missions, authorities, policies, governance, decision rights, roles, staffing, workflows, handoffs, systems, data, controls, workload, cycle time, cost, quality, and customer experience.
  • Apply business-process reengineering, Lean, Six Sigma, root-cause analysis, value-stream analysis, process simulation, benchmarking, and related methods appropriate to the assignment.
  • Identify duplication, bottlenecks, fragmented authorities, non-value-added activities, control weaknesses, workforce misalignment, data-quality problems, automation opportunities, and mission-delivery risks.
  • Develop future-state operating models, end-to-end workflows, governance structures, decision authorities, organizational designs, service-delivery models, controls, performance measures, and enabling requirements.
  • Facilitate executive interviews, cross-functional workshops, process-mapping sessions, improvement events, integrated project teams, and decision forums.
  • Develop business cases, alternatives analyses, implementation of roadmaps, pilots, standard operating procedures, change-impact assessments, communications, training, and benefits-realization plans.
  • Integrate process, organization, workforce, data, technology, risk, internal control, customer experience, and change management considerations.
  • Direct multidisciplinary teams, advise senior Federal leaders, and ensure deliverables are evidence-based, traceable, actionable, and contractually compliant.
  • Document current-state processes at sufficient detail to establish scope, roles, handoffs, decision points, business rules, systems, data, controls, measures, pain points, and baseline performance.
  • Validate findings and future-state designs with process owners, operators, customers, functional experts, technology teams, control functions, labor representatives when applicable, and senior decision-makers.
  • Develop process maps, value-stream maps, RACI matrices, organizational charts, governance documentation, standard operating procedures, service standards, measures, dashboards, and Government-ready briefings.
  • Assess alternatives based on mission value, statutory and policy constraints, customer and workforce effects, cost, risk, control effectiveness, technical feasibility, and implementation complexity.
  • Define target outcomes, leading and lagging measures, baselines, benefits, owners, data sources, review cadences, and corrective action processes.
  • Sequence implementation to address dependencies, test assumptions, manage operational risk, support adoption, and sustain improvements.
  • Perform work in accordance with applicable contract requirements, security controls, privacy protections, records-management requirements, and agency policies.

Requirements

Required Qualifications:

  • Bachelor's degree from an accredited institution in business, industrial engineering, operations research, organizational development, public administration, systems engineering, or related field.
  • 8+ years of progressively responsible experience in business-process reengineering, organizational design, performance improvement, operating-model design, management consulting, or related discipline.
  • 5+ years of experience supporting Federal civilian, defense, intelligence, military, or comparable public-sector organizations.
  • 5+ years of experience leading complex reengineering initiatives, improvement of workstreams, or multidisciplinary teams.
  • Demonstrated experience analyzing and redesigning complex business processes and operating models.
  • Demonstrated experience developing process maps, future-state designs, implementation of roadmaps, performance measures, and executive-level deliverables.
  • U.S. citizenship required.
  • Active Public Trust clearance required at the time of application.


Preferred Qualifications:

  • Lean Six Sigma Black Belt, Certified Business Process Professional, Project Management Professional, Prosci Change Management certification, Certified Management Consultant, or comparable credential.
  • Experience using Business Process Model and Notation, value-stream mapping, statistical analysis, process mining, simulation, workload analysis, or performance dashboards.
  • Experience with OMB Circulars A-11 and A-123, GPRA Modernization Act requirements, GAO internal-control standards, and federal enterprise risk management.
  • Experience redesigning shared services, case management, grants, acquisition, human capital, financial, information technology, customer service, or mission-support processes.
  • Experience supporting Cabinet-level departments, defense organizations, independent agencies, or multi-agency initiatives.
