JOB DESCRIPTION Job Summary
Provides senior level support for the creation of content for Molina request for proposals (RFPs). Responsible for developing, writing, and revising response focused, compelling, and technically accurate content for government sponsored managed care programs or health care related areas to produce a fully compliant and responsive winning proposal. Ensures that the content complies with each RFP requirement and accurately translates technical knowledge and requirements into clear, concise communications, while emphasizing Molina's business value.

Essential Job Duties
• Maintains and continually enhances knowledge of Molina, government-sponsored health care programs, and the RFP process to create responses that accurately represent business capabilities.
• Demonstrates subject matter expertise in functional area(s) or topics in order to inform the development of responses.
• Reviews RFPs and related documents furnished by the procuring agency; analyzes RFP to understand and capture specific operational, administrative and proposal requirements.
• Interviews applicable stakeholders in business functions throughout the organization to determine operational approach to satisfy the requirements of the RFP.
• Researches and gathers source information to determine the information needed for RFP or capture strategy; contributes ideas regarding business solutions based on own ideas, experience and research.
• Prepares concise, thoughtful, and accurate written responses and assembles supporting documentation for each assigned area, within style guide requirements and in accordance with RFP guidelines and timeline.
• Develops strong working relationships and collaborates with subject matter experts (SMEs) to draft substantive and persuasive responses for RFPs or requests for information (RFIs), including writing new content, performing independent research, editing, and working with a graphic artist and data analyst to create charts/illustrations.
• Ensures RFP responses are structured and organized in a compliant manner with appropriate headers, sub headers and details.
• Executes tasks independently and reliably to achieve business goals to win, expand, and retain business.
• Meets tight timelines, completes multiple revisions of proposal sections, and ensures that sections maintain a consistent tone or voice.
• Participates in individual and group proposal review sessions with senior leadership and other key individuals; incorporates changes and improvements to proposals.
• Presents information to, and effectively communicates with business leadership and other key stakeholders.
• Reviews competitor proposals to identify opportunities to continuously improve writing quality, response structure/ organization, graphics, call-out boxes, data points and differentiates Molina messaging.
• Prepares summaries and presents opportunities to proposal leadership and applicable SMEs.
• Supports proposal capture and strategy activities to develop pre-proposal content.
• Reviews competitor proposals to identify opportunities to continuously improve writing quality, response structure/organization, graphics, call-out boxes, data points and differentiate Molina messaging.
• Participates in individual and group proposal review sessions with senior leadership and other key individuals; incorporates changes and improvements to proposals.
• Executes proposal tasks in support of goals to win, expand, and retain business.
• Assists with technical, content, and compliance editing as needed.
• Recommends and implements enhancements to processes and procedures to ensure consistency of approach.
• Supports various business development projects as requested.
• Provides training and support to new and existing proposal writing team members.

Required Qualifications
• At least 4 years of writing experience, or equivalent combination of relevant education and experience.
• Demonstrated/solid business writing, editing, and proofreading skills.
• Project management experience/skills.
• Strong organizational skills with the ability to work under tight deadlines.
• Ability to work cross-functionally across a highly matrixed organization.
• Strong verbal/interpersonal communication skills.
• Microsoft Office suite (including Excel), and applicable software programs proficiency.

Preferred Qualifications
• Experience developing government proposals and/or health care writing.
• Technical writing certification.
• Fluency in a second language.
• Managed care and/or health care experience.
