Overview

SENIOR PROGRAM PORTFOLIO ITEM MANAGER (ELMS):

 

Bowhead seeks a Senior Program Portfolio Item Manager to support our upcoming proposal effort the Enterprise Logistics Management System (ELMS) contract in Tampa, FL. 

Responsibilities
  • Provide Portfolio management of multiple projects
  • Support Management and planning of projects including developing Integrated Master Schedules (IMS), Work Breakdown Schedules (WBSs), Plans of Actions and Milestones (POAMs), budgets, and other supporting documentation from inception through execution.
  • Provide oversight and execution of program documentation, supply chain management, procurements, and program requirements in support of the government portfolio manager responsible for the associated research projects.
  • Develop and edit program documents such as Program Plans, execution reports, Technical Data Packages (TDPs), Weekly and Monthly Status Reports, other technical documents and reports, and a wide range of other Contract Data Requirement List (CDRL) items, working closely with multiple authors and sponsors.
  • Coordinate classified and unclassified formal meetings and reviews, including coordination with senior executive and flag officer staff within research, acquisition, and operational units.
  • Other Duties as assigned 
Qualifications
  • Bachelor's Degree or Associate degree required
  • Minimum ten (10) Years of combined experience with DOD or other federal agency in Financial Management, Program Management, IT, Material Management or Logistics, 
  • Minimum three (3) years of item management experience
  • Minimum three(3) years Major Command to Headquarters staff experience
  • Minimum of five (5) years' experience in material management utilizing an LIS
  • Minimum of five (5) years' experience as a government or civilian project or team lead.
  • DAU Lifecycle Logistics Level I certified
  • Must be proficient in Microsoft Office Suite

Targeted salary range is $106,000 to $122,000 annually based on qualifications and experience.

 

Physical Demands

  • Must be able to lift 10-15 pounds or more on occasion.
  • Must be able to stand and walk for prolonged period amounts of time.
  • Must be able to twist, bend, and squat periodically.

SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain a security clearance at the Secret level. US Citizenship is a requirement for this contract.
