Purpose of Position

Reports directly to the Executive Director of the Texas Child Mental Health Consortium. Leads program management and oversight of multiple TCMHCC initiatives and project management staff. Coordinates TCMHCC program oversight, documentation, improvement and management across 12 partnering Health Related Institutions and key partners. Assists in developing and continuously improving program operations using project management methodology that aligns with the defined UT System operating and decision-making processes.

Essential Functions
  • Provide high-level leadership and management of programs with multiple complex projects by providing program management, staffing plans, resource coordination, technology integration, tracking and communication supports, and oversight / quality monitoring at the system level.
  • Manage cross-functional programs and projects which are to be executed by resources within the UT System Administration (UTS), Health Affairs department and across Texas health-related institutions and contracts supporting the Texas Child Mental Health Care Consortium (TCMHCC).Manage Project Manager staff for the various projects and programs within TCMHCC.
  • Develop consistent processes, procedures, and governance for the TCMHCC and develop, review and contribute to TCMHCC policies.
  • Track all technology projects and identify potential risks.
  • Partner with executive leaders to interpret high-level strategy direction into action.
  • Assist with translating requests, including legislative directives into proposals, projects or programs. Develop detailed plans that include stakeholders, schedules, budgets, staffing plans, and risk management plans for complex projects, and work with a variety of stakeholders to staff the project.
  • Monitor and manage cross-functional and multi-disciplinary relationships and creatively resolve conflicts between project stakeholders to ensure project goals are met.
  • Monitor performance, deliverables and schedules to assure compliance with approved agreements and goals. Assist with contract oversight to assure compliance with deliverable. Supports ongoing monitoring and tracking of contract and HRI deliverables.
  • Oversee execution of UTS and institution project plans and roll up into a master schedule. Identify and raise UTS and institution risks with leadership.
  • Oversee and track all projects status and timelines.
  • Assist in developing program management principles, processes, and tools to manage, track, and report status for UTS TCMHCC initiatives, including profiles of programs and HRI performance.
  • Ensure consistent application of all standard project management processes, tools, and documentation throughout the project lifecycle.
  • Collaborate with UTS Health Affairs, and TCMHCC leaders across the academic and health related institutions to initiate and develop process improvements for projects. This includes entities providing data management and internal and external evaluation functions for the TCMHCC.
  • May develop or contribute to reports that summarize program and HRI performance.
  • Present updates at TCMHCC Executive Committee meetings and at professional conferences as needed.

  • Proven ability to work on large strategic initiatives, and effectively manage, deploy, and implement solutions that meet expectations.
  • Ability to work well in virtual and in-person teams, be self-directed, and work independently while facilitating the efforts for multiple cross-functional teams.

  • Must have strong communication skills and public speaking ability.
  • Capability to rapidly isolate and solve risks and issues.

Required Qualifications
  • Bachelor's degree in related field.
  • Minimum of 8 years' complex project and program management experience.
Preferred Qualifications
  • Master's degree in related field.
  • Experience working with state agencies and academic health related institutions.
  • Experience working with technology projects and with management of complex projects.
  • Project management certification.
  • Experience and strong knowledge of multiple MS software, including MS Teams, MS Projects, MS Excel, SharePoint, and Visio.

Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.
