Parsons has a career opportunity for an amazingly talented Senior Program / Construction Manager to join our team to as an Owner's Representative/Project Management Consultant (PMC) for various NYC Area rail and transit clients. In this role, you will lead the construction management, oversight, and design compliance for multi-million-dollar subway station rehabilitation and Americans with Disabilities Act (ADA) accessibility upgrade packages. The ideal candidate brings deep structural and transit systems knowledge, extensive experience with structural elevator installations in historic subway environments, and a flawless understanding of NY/NJ railroad agency capital project delivery methods.

What You'll Be Doing:
  • PMC Agency Representation: Act as the primary consultant liaison to agency project directors, overseeing the design-build or design-bid-build contractors to ensure full contract compliance, quality, and progress.
  • ADA & Structural Oversight: Manage complex structural interventions required for ADA compliance, including street-to-mezzanine and mezzanine-to-platform elevator shaft construction, escalator replacements, structural framing, platform edge reconstruction, and tactile warning strip installations.
  • Station Rehabilitation & SOGR Management: Direct simultaneous State of Good Repair (SOGR) station works, including architectural finishes, station renewal, water mitigation, pump rooms, fan plants, and electrical service upgrades.
  • Outage & Track Access Coordination: Strategically plan and coordinate with agency operations for required structural station line cuts, General Orders (GOs), track outages, and the scheduling of Force Account labor (flagging and transit escorts).
  • Project Controls & Compliance: Monitor contractor baseline schedules (Primavera P6), review and negotiate complex public change orders, process RFIs, review shop drawings, and ensure strict adherence to client Project Management Guidelines.
  • Phasing & Public Mitigation: Oversee complex construction phasing and platform pedestrian traffic management to ensure maximum public safety and minimal disruption to active subway operations.
  • Third-Party Coordination: Interface with critical third parties, including utility owners, the New York City Department of Transportation (NYCDOT), and private developers.


What Required Skills You'll Bring:
  • Education: Bachelor of Science in Civil Engineering, Structural Engineering, Construction Management, or Architecture.
  • Experience: 15+ years of heavy infrastructure experience, with at least 5+ years managing rail and subway station construction, platform rehabilitations, or complex transit facility upgrades.
  • Technical Expertise: Proven history of delivering vertical transportation projects (elevators/escalators) within constrained subterranean or historic structural settings.


What Desired Skills You'll Bring:
  • Licensure: Active New York State Professional Engineer (PE) or Registered Architect (RA) license is highly preferred.
  • Certifications: Certified Construction Manager (CCM) and/or Project Management Professional (PMP) is strongly desired.
  • Rail Agency Fluency: Deep familiarity with NY/NJ rail and transit agencies' standard specifications, safety protocols, and public sector quality assurance standards (ISO 9001 compliance).
  • Communication: Exceptional written and oral communication skills with the ability to confidently present progress reports to client executives and stakeholders.

Salary Range: $134,100.00 - $241,400.00
