As OCI's development pipeline expands, actionable insights, disciplined execution, and consistent operational governance are essential to supporting informed decision-making at scale. The Senior Principal Operational Excellence Program Manager will serve as a senior individual contributor within Oracle Cloud Infrastructure, focused on operationalizing strategic change initiatives across global infrastructure teams.
This role partners closely with engineering, supply chain, data center operations, finance, planning, and executive stakeholders to translate strategic priorities into executable operating models, scalable processes, and measurable outcomes. The ideal candidate combines systems thinking, program management depth, data-driven decision-making, and the ability to influence across complex organizations without direct authority.
This individual will help build the connective tissue required to scale Cloud and AI delivery, ensuring that cross-functional initiatives are well-governed, operationally grounded, and aligned to OCI's strategic and financial objectives.

Strategic Change Operationalization: Translate high-priority strategic initiatives into clear operating plans, governance mechanisms, milestones, decision frameworks, and measurable execution outcomes.
End-to-End Process Design: Evaluate and improve cross-functional workflows across engineering, supply chain, capacity planning, and site operations to reduce friction, clarify ownership, and improve execution velocity.
Operational Governance: Establish lightweight but effective controls, reporting cadences, and escalation paths to ensure strategic initiatives remain aligned to OCI's capacity, financial, and operational guardrails.
AI Infrastructure Readiness: Support operational planning and execution for strategic AI/ML infrastructure programs, including GPU cluster readiness, deployment dependencies, risk tracking, and cross-functional alignment.
Executive-Level Reporting: Convert complex operational inputs, telemetry, and program signals into concise insights, recommendations, and narratives for senior leadership decision-making.
Long-Range Planning Execution: Partner with finance, workforce planning, and infrastructure teams to connect long-range strategic plans with operational execution requirements, including headcount, tooling, process, and organizational readiness.
Cross-Functional Program Leadership: Drive visibility, accountability, and issue resolution across large-scale initiatives spanning multiple organizations, regions, and stakeholder groups.
Systems and Tooling Partnership: Work with internal tooling, analytics, and BI teams to define reporting requirements, improve operational dashboards, and track the health of critical business processes.
Risk and Dependency Management: Identify execution risks, operational gaps, and inter-team dependencies early; develop mitigation plans and drive timely resolution.
Continuous Improvement: Apply operational excellence practices to improve how OCI plans, governs, executes, and measures strategic change initiatives at scale.
Qualifications
Operational Excellence Experience: 10+ years of experience in operational excellence, strategic program management, business operations, change management, infrastructure operations, or systems/process transformation.
Senior IC Leadership: Proven ability to lead complex, cross-functional initiatives as an individual contributor, influencing senior stakeholders and driving outcomes without relying on direct reporting authority.
Cloud or Infrastructure Experience: Experience operating in a hyperscale cloud, data center, infrastructure, engineering, supply chain, or similarly complex technical environment.
Strategic Systems Thinking: Demonstrated ability to understand complex organizational systems, identify process gaps, and design scalable operating models that improve execution and accountability.
Program Management Depth: Strong track record managing large, ambiguous, multi-stakeholder initiatives with clear milestones, risk management, governance, and measurable business impact.
Data-Driven Decision-Making: Ability to synthesize large volumes of operational data into actionable insights, executive-ready recommendations, and clear performance narratives.
AI Infrastructure Fluency: Familiarity with the operational considerations of AI/ML infrastructure, GPU-intensive environments, high-density data center deployments, capacity planning, or related infrastructure programs.
Executive Communication: Excellent written and verbal communication skills, with the ability to distill complex operational topics into clear, concise messages for senior leadership.
Financial and Capacity Awareness: Experience connecting strategy to operational plans, budgets, resource models, capacity constraints, and execution tradeoffs.
Educational Foundation: Bachelor's degree in Engineering, Business, Operations, or a related field. MBA, Master's degree, or 10+ years equivalent operational leadership experience preferred.
Preferred Qualifications: Experience supporting 10x growth environments, global infrastructure programs, executive governance models, operational dashboards, BI tooling, or enterprise-scale transformation initiatives.
Qualifications
US: Hiring Range in USD from: $115,300 to $264,100 per annum. May be eligible for bonus, equity, and compensation deferral.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
