Description

Tharros is seeking a Senior Operations Manager to serve as the overall lead, manager, and administrator in support of NAWCAD Cyber Warfare Division in NAS Patuxent River, MD. This position reports to Tharros executive leadership and serves as the primary interface and point of contact with Government program authorities on all technical and programmatic issues.

The Senior Operations Manager leads the full contractor workforce, manages resources, and ensures compliance with Federal and Department of Defense acquisition regulations across all task orders.

  • Act as the overall lead, manager, and administrator for the contracted effort across all task areas
  • Serve as the primary interface and point of contact with Government program authorities on technical and program/project issues
  • Oversee contractor execution of all contract requirements across the CWD consolidated scope
  • Manage acquisition and employment of program/project resources, including personnel, facilities, and equipment
  • Monitor and ensure compliance with all applicable Federal and Department of Defense acquisition regulations
  • Coordinate and oversee the tasking of team members across multiple task orders and functional areas
  • Track project progress across all active task orders and report status to Government and corporate leadership
  • Participate in planning of projects, resourcing, and events at the contract and task order level
  • Prepare and deliver monthly status, progress, and financial reports per CDRL requirements
  • Manage subcontractor coordination, performance oversight, and compliance with teaming agreements


Requirements

  • Active TS clearance
  • 10 years of experience performing work related to program/contract management and administration; at least 3 years of the 10 within the last 5 years
  • Familiarity with CPFF/CPAF/CPIF and FFP/FPIF contract types in a consolidated IDIQ structure
  • Experience with DoD 8140/8570 workforce compliance oversight
  • MA/MS degree in a relevant subject or discipline; OR BA/BS with 15 years of relevant experience
  • Demonstrated experience managing large-scale DoD service contracts (100+ FTE preferred)
