Position SummaryThe Senior Office Engineer will coordinate project controls, scheduling, budgeting, contract administration, document management, quality assurance activities, and stakeholder communications to ensure projects are completed on time, within budget, and in compliance with applicable standards and regulations.
The ideal candidate will possess extensive experience in construction management, project administration, and public-sector or educational facility construction projects.
Essential Duties and Responsibilities- Coordinate various aspects of project delivery and lead the administration of construction projects, including planning, design, budgeting, scheduling, labor compliance, and project close-out activities.
- Schedule, document, and track project planning and engineering activities with Project Managers, contractors, field staff, and stakeholders.
- Review, interpret, and evaluate architectural and engineering plans, specifications, and proposals, and coordinate procurement and contract execution activities.
- Review and respond to Requests for Clarification (RFCs), Change Order Proposals (COPs), and Change Directives (CDs) to ensure quality and compliance.
- Prepare cost estimates and assist in negotiating fair and reasonable pricing for change order requests submitted by contractors.
- Review contractor applications for payment and ensure projects are progressing according to approved schedules and budgets.
- Conduct site visits to verify field conditions and prepare project status and progress reports.
- Review contractor baseline schedules, including critical path analyses and recovery schedules.
- Review constructability and ensure compliance with District standards, Division of the State Architect (DSA) guidelines, and applicable building codes.
- Maintain project files, logs, correspondence, contractor invoices, progress statements, change orders, claims documentation, timesheets, and extra service records.
- Coordinate and facilitate meetings with contractors, project managers, field staff, and stakeholders; prepare meeting minutes and follow up on action items.
- Assist in the collection and management of contract documentation required to resolve project changes and claims.
- Support project close-out activities, including collection of as-built drawings, warranties, test reports, operation manuals, and maintenance documentation.
- Lead testing and inspection efforts to verify material compliance with project plans and specifications.
- Perform other duties as assigned by Senior Project Managers, Owner Authorized Representatives (OARs), or Project Engineers.
Minimum QualificationsRequired Experience
- Minimum of eight (8) years of full-time paid professional experience in a similar or equivalent position involving project management, construction management, or project controls.
- Experience supporting commercial, public-sector, or educational facility construction projects.
- Demonstrated experience on projects with construction values exceeding $15 million.
Preferred Qualifications
- Experience utilizing Building Information Modeling (BIM).
- Experience with Leadership in Energy and Environmental Design (LEED) certified projects.
- Experience supporting Collaborative for High Performing Schools (CHPS) projects.
- Familiarity with the Division of the State Architect (DSA) design and construction process.
- Strong understanding of construction scheduling, project controls, contract administration, and cost management.
Required Education
- Bachelor's degree from an accredited college or university in:
- Architecture
- Engineering
- Construction Management
- Related field
OR- Additional qualifying experience may be substituted for the required education on a year-for-year basis, subject to client requirements.
Desired Skills- Strong knowledge of construction documents, specifications, and contract administration.
- Experience reviewing RFCs, RFIs, submittals, change orders, and contractor pay applications.
- Ability to analyze schedules, identify project risks, and recommend corrective actions.
- Excellent written and verbal communication skills.
