Position DescriptionPlans and directs the overall operation of two or more major departments with institutional oversight and provides leadership for staff members. Under executive direction, performs highly varied administrative duties involving the use of independent judgement and professional skills. Work in partnership with departmental leadership teams to lead and manage clinical operations through the planning, directing, monitoring, coordinating, and evaluating of TTUHSC El Paso outpatient clinics. Responsible for the supervision, quality and education, training and compliance, and clinical nursing practice of non-faculty staff (within the Clinical Operations Orgs) across Alberta, Transmountain and Kenworthy campuses. Through collaboration and communication, accountable for enhancing TTUHSC El Paso's capacity to perform by addressing patient care management, strategic leadership, change management, quality management, relationship management, information knowledge management, resource management, and personal/professional development objectives.
Additionally, this position is
not eligible for remote or hybrid opportunities. All work is required to be performed onsite at TTEP.
Major/Essential Functions- Design and maintain integrated outpatient clinical and patient access services across TTUHSC El Paso, including scheduling, registration, referrals, authorizations, and verifications, ensuring effective implementation and oversight.
- Provide operational oversight for Fox Cancer Center ambulatory services, partnering with clinical and administrative leadership, department chairs, physicians, and administrative leaders to ensure efficient operations, quality care, patient access, and program growth.
- Provide leadership for Epic planning, implementation, optimization, and governance across TTUHSC El Paso ambulatory practices, improving workflows, compliance, patient safety, ensure regulatory compliance, and support continuous optimization of Epic.
- Effectively disseminate strategic initiatives, space planning, operational improvements, best practices, and innovation while leading monthly outpatient operations meetings with departmental leaders.
- Collaborate with Clinical Affairs and departmental leadership to achieve patient satisfaction, quality, safety, financial performance, patient access, and effective resource utilization across outpatient clinical and patient access services.
- Oversee compliance for AAAHC and other regulatory and accrediting bodies within outpatient clinical operations/services.
- Review operational performance and recommend, communicate, and implement approved improvements with departmental leadership.
- Assist with fiscal management by supporting budget development, resource allocation, and equipment and supply planning for outpatient clinical operations.
- Develop and maintain staffing models supporting nursing, clinical support, and patient access services while ensuring effective resource allocation, fiscal accountability, and implementation of operational changes.
- Establish, administer, and maintain non-faculty ambulatory clinic policies and procedures, ensuring compliance, continuous improvement, and effective communication with staff and departmental leadership.
- Build and develop high-performing multidisciplinary leadership teams that support effective outpatient clinical operations.
- Benchmark best practices with comparable settings.
- Collaborate with Human Resources to recruit, develop, engage, and retain a competent and diverse workforce supporting outpatient clinical operations.
- Coordinate with institutional and departmental leadership to develop marketing strategies that expand outpatient services, programs, and market opportunities.
- Respond to and resolve outpatient service complaints, including patient access and service delivery issues, in collaboration with departmental leadership.
- Plan and implement education and training programs for clinical learners while partnering with academic and community organizations to expand internship and externship opportunities.
- Oversee or represent Clinical Affairs on institutional committees, including Infection Control, Risk Management, Community Services El Paso, and Clinical Systems User Group.
- Manage the Quality Improvement team and be responsible for quality initiatives for the Clinics, and the upcoming Comprehensive Cancer Center.
- Remain current with all licensure, certifications and mandatory compliances and trainings required of this position.
- Adhere to all policies, procedures and practices (Regents Rules, TTUS, HSECEP OPs, etc.).

- Perform all other duties as assigned.
Preferred Qualifications- Demonstrated expertise in clinical and nursing practice, education and administration (in academic medical/health sciences center).
- 5-7 years' experience progressive leadership/administrative responsibility in a healthcare delivery system (in academic medical/health sciences center).
- Experience with unit operations including human resources, financial management, budgeting, and compliance with regulatory environment with various federal and state agencies and the Joint Commission.
- Ability to work well within a multi-disciplinary team and collaborate effectively with physicians, staff, patients/families and other internal and external customers.
- Demonstrated ability to establish, build and sustain positive and effective working relationships across all organizational levels.

Required Qualifications- Bachelor's degree required; Master's preferred.
- Eight years progressively responsible management experience required.
- Education beyond bachelor's level may substitute for required experience on a year-for-year basis.
