The Role

Lumen is transforming how technology work is planned, funded, prioritized, and delivered as we move toward a product operating model. The Senior Manager, Funding, Value & Capacity will establish the portfolio discipline needed to connect investment decisions with expected value, financial planning, and available delivery capacity. This role will work closely with Finance and Lean Portfolio Management to create reliable views of funding, benefits, demand, and capacity so leaders can make informed tradeoffs across a complex enterprise technology portfolio. You will have the autonomy to build practical processes, strengthen the Finance-to-portfolio handshake, and bring clarity to an environment where demand exceeds capacity and measurable value must guide prioritization.

The Main Responsibilities

• Build and maintain an integrated portfolio view of funding, expected value, delivery capacity, commitments, and financial risk.
• Establish consistent methods for defining benefits, evaluating business cases, and measuring value realization against approved baselines.
• Partner with Finance and Lean Portfolio Management to align investment priorities, planning assumptions, financial data, and capacity decisions.
• Develop capacity-versus-demand models using Clarity and related portfolio tools to show where work is being completed and identify constraints before commitments are made.
• Support the transition from project-based planning and funding to a product operating model organized around persistent teams and value streams.
• Create scenarios and executive-ready analyses that clarify affordability, expected return, delivery capacity, dependencies, and tradeoffs.
• Strengthen portfolio financial discipline, including allocation tracking, variance analysis, capitalization oversight, and reconciliation with financial systems of record.
• Influence leaders and cross-functional partners to adopt repeatable standards that improve prioritization, transparency, and accountability across the portfolio.

What We Look For in a Candidate

• 8 years of progressive experience in business transformation, portfolio management, financial planning and analysis, technology finance, capacity management, value realization, or a related function.
• Demonstrated experience connecting portfolio funding, expected benefits, resource capacity, and business priorities to support enterprise decision-making.
• Experience partnering with Finance or FP&A teams through annual and in-year planning cycles, with a practical understanding of the Finance-to-portfolio operating relationship.
• Experience using Clarity or a comparable portfolio and capacity management platform to evaluate demand, resource allocation, and delivery capacity.
• Strong financial modeling, business-case development, scenario analysis, and benefits-tracking skills.
• Experience supporting technology or software portfolios within a large, complex enterprise environment.
• Ability to establish new operating disciplines and provide immediate value in an evolving, highly matrixed organization.
• Bachelor's degree or equivalent education and relevant experience.

Preferred Qualifications

• Experience supporting a transition to a product operating model, including lean budgeting, persistent product teams, or value-stream-based funding.
• Background in FP&A, business transformation, portfolio finance, or a business portfolio function with significant financial accountability.
• Familiarity with capitalization, labor accounting, capital governance, and enterprise financial planning processes.
• Experience working with Lean Portfolio Management teams and cross-functional technology, Finance, Accounting, and transformation partners.
• Experience with portfolio tools such as Jira, Jira Product Discovery, or comparable platforms.
• Professional credentials in finance, analytics, portfolio management, or a related discipline.
• Experience in the telecommunications, technology, cloud, software, or digital infrastructure industries.
• Demonstrated success building portfolio standards or models that remained useful and adopted after implementation.

Compensation

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

$132,232 - $176,310 in these states: AL AR AZ FL GA IA ID IN KS KY LA ME MO MS MT ND NE NM OH OK PA SC SD TN UT VT WI WV WY
$138,844 - $185,124 in these states: CO HI MI MN NC NH NV OR RI
$145,456 - $193,940 in these states: AK CA CT DC DE IL MA MD NJ NY TX VA WA
