What is the opportunity?

We are seeking a dynamic Senior Manager to join our Project and Portfolio Governance team. This role is critical in ensuring robust oversight, risk management, and regulatory compliance across our investment portfolio.

The incumbent will design and execute a quality assurance program to ensure T&O projects follow approved methodologies, working closely with T&O planning teams as well as enterprise risk partners to roll out best practices.

What will you do?
  • Risk Domain Development & Framework Establishment: Lead the development of the project and portfolio management risk domain, establishing an operating model, controls and procedures, key performance and risk indicators, governance forums and mandates, and implementing appropriate remediation plans when compliance gaps are identified
  • Quality Assurance & QA Program Design: Design and execute comprehensive quality assurance frameworks for T&O project delivery methodologies, including standardized audit trails, quality gates, and checkpoint reviews throughout the project lifecycle
  • Cross-Functional Partnership & Enterprise Integration: Partner with Enterprise Risk Management and T&O planning teams to integrate portfolio risks into enterprise frameworks and embed governance requirements into project planning processes
  • Risk Assessment & Risk Methodology: Develop risk assessment methodologies for individual projects and portfolio-level concentrations, including escalation procedures for risk threshold breaches and control failures
  • Regulatory Compliance: Create and maintain compliance monitoring programs for policy and regulatory requirements, coordinating with Risk and Compliance teams on regulatory interpretation and implementation
  • Governance & Forum Facilitation: Facilitate cross-pillar governance committees, decision-making forums, and knowledge sharing sessions to implement industry best practices across project teams
  • Transformation & Process Automation: Lead transformation initiatives to automate governance processes and implement technology solutions for portfolio monitoring, reporting, and data analytics
  • Portfolio Standards & Governance Standards: Establish portfolio-level governance standards and executive reporting mechanisms supporting management committees including the OC and IRB, ensuring consistent application across all investment initiatives and maintaining regulatory examination readiness


What do you need to succeed?

Must-have:

Education & Certifications
  • Bachelor's degree in Finance, Economics, Business Administration, or related field
  • Relevant professional designation (PMP, CPA, RMP, CFA) preferred
  • Minimum 5 years of experience in project management, portfolio management, risk management, or financial controls


Technical Skills
  • Strong knowledge of portfolio management principles and enterprise decisioning
  • Proficiency in risk management frameworks and regulatory requirements
  • Advanced Excel skills and experience with project management systems (e.g. Planview)


Leadership & Communication
  • Proven leadership experience managing cross-functional teams
  • Excellent written and verbal communication skills
  • Strong stakeholder management and presentation abilities
  • Ability to influence and collaborate across all organizational levels


Nice-to-have:
  • Experience in banking and financial institutions industry
  • Knowledge of regulatory frameworks (OSFI, IIROC, CSA)
  • Project management experience with complex, multi-stakeholder initiatives
  • Experience with process improvement methodologies (Six Sigma, Lean, Kaizen)
