THE ROLE
Under the direction of an Associate Director, Resilience and Engagement, Strategic Program Development, the Senior Manager will be responsible for providing leadership to a team focused on Program Evaluation and Performance Measurement.
They will lead a newly established Performance Measurement and Program Evaluation team, setting the direction for how Military Family Services (MFS) measures and demonstrates impact. They will develop and implement a centralized, standardized approach to performance measurement by establishing shared language, tools, and frameworks that support consistency across programs.
They will oversee the evaluation and reporting of key initiatives, ensuring data is collected, analyzed, and translated into clear, actionable insights that inform decision-making. Working in close partnership with teams across MFS and CFMWS, the senior manager will align approaches, reduce duplication, and strengthen a culture of end-to-end evidence-based decision making.
This role supports programs that enhance outcomes for military families through military life challenges such as relocations, deployments/absences, and transitions - particularly those improving access to essential services such as child care - while fostering strong stakeholder relationships and driving continuous improvement across the portfolio.
As a leader within MFS, they will be accountable for ensuring their teams are delivering on strategic initiatives and building key relationships with their peers and staff.
QUALIFICATIONS NEEDED
Education, Certifications and Licenses
Bachelor's degree in Social Work, Business Administration, Community Development or a related field AND several years of experience in the non-profit and/or family resources programs
Experience
In the development and implementation of community programs
In planning and facilitating presentations and workshops
In developing, interpreting, implementing and applying policies, procedures, and legislation/regulations
In budget administration
In project management
In personnel administration
In business planning
In the not-for-profit sector, an asset
Competencies, Skills and Abilities
Client focus, organizational knowledge, communication, innovation, teamwork and leadership.
LANGUAGE REQUIREMENTS
English or French Essential, Bilingual (English and French) an asset
Reading: Advanced Level
Writing: Functional Level

OTHER INFORMATION
This is a hybrid position with an assigned work location allowing the employee to work partly from a corporate office and partly from a home office in accordance with the CFMWS Flexible Work Options Policy, and with approval from the direct manager.
Interviews will be conducted in-person.
This is a temporary position with an anticipated start date of July 13, 2026 and end date of October 31, 2030.
As part of the selection process, the successful candidate must successfully complete a Reliability status security screening.
