What is the opportunity?

This role is responsible for managing and continuously improving GRM TMO governance standards, processes, and execution assurance practices. The Senior Manager will partner with the Director to operationalize governance strategy, embed enterprise requirements, strengthen delivery discipline, and enable consistent execution across GRM initiatives.

What will you do?


Governance Operations & Standards
  • Oversee development and maintenance of governance templates, checklists, guidance documents, and reference materials
  • Manage the governance process and standards repository, including version control, accessibility, and ongoing currency
  • Lead governance standard review and refresh cycles to ensure continued relevance and effectiveness
  • Coordinate governance enhancement initiatives, including requirements gathering, design, piloting, and implementation
  • Support the Director in communicating governance updates and changes to senior leadership
  • Ensure governance documentation is clear, practical, and reflects enterprise expectations


Execution Assurance
  • Lead the health check and delivery assurance program, including methodology development, assessment execution, and findings analysis
  • Develop governance maturity assessment frameworks and conduct periodic organizational governance assessments
  • Collect, synthesize, and analyze governance review findings to identify enterprise-level trends, themes, systemic risks, and improvement opportunities
  • Prepare governance assurance reports and executive insights for the Director and senior leadership, with recommendations for enterprise action
  • Recommend targeted improvements and corrective actions, distinguishing between program-specific issues and enterprise-level governance gaps
  • Oversee implementation of governance recommendations and track sustained improvement
  • Provide advisory support to programs requiring governance intervention or coaching
  • Establish governance metrics and KPIs that measure assurance program effectiveness and governance health


What do you need to succeed?

Must-have

Governance, Risk & Delivery Expertise
  • 7+ years of progressive experience in governance, project/program management, transformation delivery, risk management, or PMO environments
  • Strong understanding of portfolio/program governance, delivery controls, execution risk management, and assurance practices
  • Experience interpreting enterprise policies, standards, or regulatory requirements and translating them into practical operating processes
  • Ability to identify governance gaps, assess impacts, recommend solutions, and drive sustainable improvements


Stakeholder & Advisory Skills
  • Strong relationship management skills with the ability to influence project teams, senior leaders, and cross-functional stakeholders
  • Ability to provide effective challenge while maintaining trusted advisor relationships
  • Comfortable facilitating discussions, presenting insights, and communicating complex topics clearly


Process & Continuous Improvement
  • Demonstrated ability to design, simplify, and improve processes, templates, frameworks, and operating practices
  • Strong analytical skills with ability to identify themes, trends, risks, and opportunities across multiple initiatives
  • Experience supporting change adoption through communication, training, and practitioner enablement


Delivery & Tool Knowledge
  • Knowledge of waterfall, agile, and hybrid delivery methodologies
  • Experience with portfolio/project management tools (e.g., PlanView, Jira, Confluence, reporting platforms)
  • Strong understanding of data quality, reporting discipline, and governance metrics


Nice to Have
  • Experience working within financial services, risk management, regulatory, audit, or control environments
  • Familiarity with RBC Enterprise Delivery Risk Standards, Enterprise Project Delivery Life Cycle (EPDLC) or equivalent enterprise delivery frameworks
  • PMP, Agile, Prosci, Lean, or equivalent certification
  • Experience supporting large-scale transformation programs
  • Exposure to executive-level portfolio reporting and insights
  • Experience partnering with technology/tool enablement teams to improve workflow automation and adoption
