What you will be doing:

The Senior Manager, Enterprise Learning Adoption & Development, will establish, lead, partner and scale an enterprise-wide Learning & Development capability within Tangerine Bank, with a focus on enabling transformation readiness, workforce capability building, leadership effectiveness, and future ways of working.

This role will be responsible for developing an end-to-end Tangerine learning strategy that supports both strategic transformation initiatives, and broader organizational capability needs across Tangerine. The Senior Manager will create structure, governance, and consistency across learning priorities, including orientation and onboarding, AI fluency, leadership development, soft skills, purpose activation and future skills.

Working within the Organizational Change Management function, this role will operate using a hub-and-spoke model, whereby it will act as the enterprise hub, responsible for strategy, governance, learning architecture, and capability planning while business subject matter experts and existing training teams will act as spokes, supporting role-specific learning, content expertise, and business-led training delivery.

The Senior Manager will partner closely with HR, Talent, business leaders, transformation teams, the existing Service & Sales training function, and key stakeholders across Tangerine and Scotiabank to ensure learning solutions are aligned to business priorities, employee needs, transformation outcomes, and Tangerine's ambition to enable employees to unlock their full potential and grow their careers.

  • Enterprise Learning Strategy & Governance
    • Develop and lead Tangerine's enterprise Learning & Development strategy, operating model, governance framework, and multi-year roadmap.
    • Establish enterprise standards, processes, tools, and measurement approaches to support learning effectiveness, capability development, and continuous improvement.
    • Establish a learning intake, prioritization, and governance process to assess enterprise learning requests, manage demand, and ensure resources are focused on the highest-value business and transformation priorities.
    • Partner with HR, Talent, business leaders, and training teams to identify learning priorities, address skills gaps, and align learning investments to business and transformation objectives.
    • Champion a culture of continuous learning that supports Tangerine's employee value proposition, future workforce needs, and strategic priorities.


  • Transformation Readiness & Change Enablement
    • Lead learning strategies that support enterprise transformation initiatives, including Project Clarity and future organizational change programs.
    • Partner with OCM, business, and technology teams to assess learning impacts, capability gaps, adoption risks, and workforce readiness needs.
    • Design and implement scalable learning solutions that enable successful adoption of new processes, systems, tools, operating models, and ways of working.
    • Integrate learning into broader change, communication, and engagement strategies to improve employee confidence, readiness, and activation.


  • Enterprise Capability Development & Employee Growth
    • Lead enterprise capability planning and learning programs focused on leadership development, professional skills, onboarding, career growth, and future workforce capabilities.
    • Develop learning pathways that build critical skills such as AI fluency, digital confidence, resilience, collaboration, problem solving, and leadership effectiveness.
    • Lead practical AI fluency initiatives that help employees understand, experiment with, and responsibly apply AI in day-to-day work.
    • Own and evolve enterprise onboarding and orientation experiences, ensuring employees have the knowledge, resources, and support required to succeed.
    • Curate and optimize learning resources, knowledge management practices, and development opportunities that enable employees to grow and unlock their full potential.
    • Partner on the evolution of learning platforms, content libraries, knowledge hubs, and self-serve employee learning experiences to make development resources easier to access, navigate, and apply.
    • Apply a learner and user-experience mindset to design practical, intuitive, and easy-to-adopt learning products, resources, and development journeys.
    • Facilitate learning sessions, workshops, leader discussions, and employee enablement moments with the ability to jump in and create practical, engaging experiences for different audiences.
    • Connect learning pathways to career development, internal mobility, and future skills to help employees build capability, unlock potential, and grow within Tangerine.


  • Stakeholder Partnership, Advisory & Continuous Improvement
    • Act as a trusted advisor to leaders, HR, Talent, OCM, and business partners on learning, capability development, and workforce readiness.
    • Build strong partnerships across Tangerine and Scotiabank to align learning priorities, leverage expertise, and reduce duplication.
    • Support leaders in fostering learning within their teams through practical tools, coaching, and capability-building initiatives.
    • Establish and monitor metrics to measure learning effectiveness, capability growth, adoption, and business impact, using insights to drive continuous improvement.


  • Measurement, Reporting, and Continuous Improvement
    • Establish metrics to measure learning effectiveness, adoption, engagement, capability growth, and business impact.
    • Monitor learning program performance and use data to identify gaps, risks, opportunities, and areas for improvement.
    • Create reporting and insights for senior leaders on enterprise learning priorities, progress, outcomes, and future needs.
    • Prepare executive-ready updates, insights, and recommendations for senior leadership governance forums, highlighting capability gaps, learning progress, workforce readiness, risks, and required decisions.
    • Conduct retrospectives and post-implementation reviews to assess the effectiveness of learning initiatives and identify lessons learned.
    • Use employee feedback, readiness insights, participation data, and business outcomes to continuously improve learning programs and resources.


  • Risk Management
    • Understand how the company's risk appetite and risk culture should be considered in day-to-day activities and decisions.
    • Ensure learning strategies and programs reflect appropriate consideration of operational, compliance, regulatory, conduct, privacy, AML/ATF/sanctions, and reputational risk.
    • Partner with Risk, Compliance, HR, Legal, Technology, and business SMEs as required to ensure learning content is accurate, responsible, and aligned to enterprise standards.
    • Promote responsible adoption of new tools, processes, systems, and AI-enabled ways of working.

  • Bachelor's degree in Learning & Development, Organizational Development, Human Resources, Business Administration, Adult Education, Instructional Design, Change Management, or equivalent experience.
  • 5+ years of experience in Learning & Development, Organizational Development, Human Resources, Change Management, Talent Development, or enterprise capability building.
  • Experience building or scaling learning programs, learning strategies, or enterprise capability development initiatives.
  • Experience supporting large-scale transformation, technology adoption, operating model change, or enterprise-wide change initiatives.
