The Opportunity with McKinstry

We are currently seeking a Senior Manager, Bill-to-Pay Operations to join our Accounting and Payroll team in Seattle, WA. This position is responsible for leading the Bill-to Pay function, including accounts payable (AP) invoicing, vendor payments, subcontract invoicing, expense reimbursements, PCard administration, vendor master data, disbursement forecasting, and supporting technology platforms. Serves as the primary leader responsible for day-to-day Bill-to-Pay operations, operational performance, and cash disbursement management. Partners with the Director, Accounting Operations on organization design, process improvements, and system initiatives while maintaining ownership of execution, issue resolution, and team performance. Additional responsibilities include:

Operational Leadership & Performance
  • Own Bill-to-Pay operations, including AP invoice processing, subcontract invoicing, expense reimbursements, vendor payments, PCard administration, vendor master data, and related supplier processes.
  • Establish priorities, KPIs, service levels, and operating rhythms to drive execution, accountability, and service performance.
  • Lead resolution of issues impacting vendors, business operations, payment processing, and month-end close activities.
  • Ensure the function can support business growth and operational complexity through timely execution, clear ownership, accountability, and escalation of issues.

Leadership & Functional Development
  • Lead and develop managers/supervisors, team leads, and senior individual contributors responsible for Bill-to-Pay operations across AP invoicing, payments, subcontract invoicing, expense management, vendor master data, and P-Card administration.
  • Establish clear ownership, accountability, performance expectations, and escalation paths to drive execution and team performance.
  • Support organizational growth through leadership development, succession planning, and operating model improvements.


Disbursement Management & Vendor Operations
  • Drive operational performance across AP, subcontract invoicing, payments, vendor onboarding, and supplier support through strong partnership with Procurement,Operations, Treasury, and Finance & Accounting.
  • Own the accuracy, timeliness, and quality review of disbursement forecast inputs, ensuring forecasts are reviewed and validated before distribution.
  • Improve visibility into payment risks, vendor issues, invoice backlogs, compliance concerns, and operational barriers impacting cash planning.
  • Lead initiatives that improve payment cycle performance, vendor experience, operational efficiency, rebate optimization, and overall Bill-to-Pay performance.

Technology, Third-Party Partners & Operational Readiness
  • Lead the operational execution and business readiness activities for ERP implementations, system enhancements, workflow automation, and process changes across Bill-to-Pay, partnering with the Director, Accounting Operations on priorities, design decisions, and business outcomes.
  • Manage third-party partners supporting payment processing, expense management, PCard programs, subcontractor compliance services, and AP technology platforms.
  • Own business administration of PCard programs, including policy compliance, user governance, rebate optimization, and program effectiveness.

Controls, Compliance & Continuous Improvement
  • Ensure Bill-to-Pay processes comply with company policies, internal controls, tax requirements, subcontract terms, retention requirements, delegated authority limits, and audit standards.
  • Maintain strong controls over vendor onboarding, vendor master data, subcontract invoicing, payment approvals, expense reimbursements, PCard administration, and fraud
    prevention.
  • Monitor and resolve compliance, lien, retention, payment, and supplier risks before they impact projects or business operations.
  • Standardize processes, strengthen accountability, and partner with Procurement, Treasury, Finance & Accounting, and Audit to improve controls and operational effectiveness.

What You Need to Succeed at McKinstry
  • Education & Leadership Experience
  • Bachelor's degree in Accounting, Finance, Business Administration, or related field required.
  • 8+ years of progressive experience in Accounts Payable, Procure-to-Pay, Shared Services, Accounting Operations, Payment Operations, or related Finance Operations
  • 3+ years leading large transactional teams through supervisors, managers, and team leads.
  • Experience managing large-scale Bill-to-Pay operations in complex, multi-entity organizations with significant invoice volumes, vendor populations, and payment activity.
  • Experience using operational reporting and data to drive performance, identify risks, and support decision-making.

Functional & Industry Experience
  • Strong understanding of Accounts Payable, subcontract invoicing, cash disbursement management, internal controls, and accounting fundamentals.
  • Strong knowledge of construction and project-based Accounts Payable processes, including subcontractor pay applications, retention, lien waivers, compliance requirements, purchase orders, change orders, accruals, vendor reconciliations, and payment controls.
  • Experience managing subcontractor payment risk, retention balances, lien waiver requirements, vendor compliance, and supplier relationships within complex project-based organizations.
  • Proven ability to establish KPIs, reporting, operating rhythms, and accountability processes that improve execution, controls, compliance, and service delivery.
  • Experience in construction, engineering, manufacturing, or other project-based industries with multi-entity operations and large supplier populations.

Systems, Technology & Leadership Capabilities
  • Experience leading teams through ERP implementations, business transformation, and organizational change.
  • Experience with AP systems, expense management platforms, payment automation tools, supplier portals, and PCard administration.
  • Strong analytical, problem-solving, communication, stakeholder management, and leadership skills.
  • Proven ability to lead through growth, system change, and operational complexity while maintaining focus on service delivery, cash management, controls, and business results.

The pay range for this position is $110,790- $190,700 per year; however, base pay offered may vary depending on job-related knowledge, skills, and experience. A bonus may be provided as part of the compensation package, in addition to a full range of medical, financial, and/or other benefits, dependent on the position offered. Base pay information is based on market location.
