Position Summary

The Senior Human Resources Director provides strategic and operational oversight of the Human Resources Department through the Director of Human Resources. This position ensures that all human resources programs are effectively administered, legally compliant, and aligned with the organization's mission and operational objectives.

The Senior Human Resources Director serves as the primary advisor to executive leadership on personnel matters while allowing the Director of Human Resources to oversee daily HR operations. This position focuses on policy development, organizational planning, workforce strategy, compliance oversight, employee relations, and leadership support rather than routine HR administration.

Essential Duties and Responsibilities

Department Leadership
• Supervise, mentor, and evaluate the Director of Human Resources.
• Establish departmental goals, priorities, and performance standards.
• Ensure efficient operation of the three-person HR department.
• Review HR metrics and departmental performance.

Human Resources Oversight

Provide oversight for:
• Recruitment and staffing
• Employee onboarding and orientation
• Benefits administration
• Compensation administration
• Performance management
• Employee relations
• Leave administration
• HRIS management
• Personnel records
• Employee engagement initiatives

Monitor the effectiveness of HR processes and recommend improvements.

Compliance

Ensure compliance with:
• Federal and New Jersey employment laws
• FLSA
• FMLA
• ADA
• EEOC regulations
• Workers' Compensation
• Unemployment regulations
• Wage and hour requirements
• State licensing and credentialing requirements
• Organizational personnel policies

Coordinate with legal counsel on complex employment matters when necessary.

Employee Relations
• Provide guidance on disciplinary actions.

• Support conflict resolution efforts.
• Assist management with difficult personnel issues.
• Review termination recommendations before implementation.

Compensation and Benefits
• Review salary recommendations.
• Conduct market salary analyses.
• Assist with annual benefit renewals.

• Support annual budget planning related to personnel costs.

Organizational Support
• Assist leadership with succession planning.
• Develop management training initiatives.
• Support employee engagement efforts.

Qualifications

Required
• Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field.
• Seven or more years of progressive Human Resources experience.
• Three years of supervisory experience managing HR professionals.
• Experience with organizations employing 250 or more staff.
• Thorough knowledge of New Jersey employment law.
• Strong leadership and interpersonal skills.

Preferred
• Master's degree in Human Resources, Business Administration, Public Administration, or related field.
• SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
• Experience in nonprofit, healthcare, behavioral health, housing, or social services organizations.
• Experience with government-funded programs.
