Senior HR Consultant, HR Information Systems (Multiple Opportunities - Data Integration, SAP Datasphere & HR Analytics)

Position Summary

The HR Business Intelligence Program is seeking Senior HR Consultants, HR Information Systems, who are curious, innovative, and results-oriented professionals to help modernize the City's HR analytics, reporting, and data management capabilities using SAP SuccessFactors, SAP Datasphere, and enterprise BI tools.

These positions will play a critical role in advancing the City's HR Business Intelligence strategy through enterprise data integration, reporting modernization, and analytics enablement. Successful candidates will collaborate with HR stakeholders, Technology Services (IT) including: BI developers, data architects, and integration specialists to deliver scalable and sustainable reporting and analytics solutions.

The successful candidates will demonstrate expertise in one or more of the following areas:

  • HR Data Mapping & Integration
  • HR Data Hub (SAP Datasphere) Implementation & Support
  • HR Reporting and Analytics

  1. HR Data Mapping & Integration

Experience leading HR data integration initiatives on behalf of a Business area, including data analysis, mapping, validation, transformation with a focus on SAP SuccessFactors

Key responsibilities include:
  • Analyzing and documenting data structures, relationships, and business rules.
  • Developing and maintaining technical documentation such as source-to-target mapping documents, data dictionaries, data flow diagrams, and technical specifications.
  • Conducting data validation, reconciliation, and quality assurance activities.
  • Collaborating with architects, developers, and integration teams to support the successful implementation of enterprise analytics solutions such as the HR Data Hub (data platform) build-out.
  • Contributing to the application of data governance frameworks and documentation standards through mapping and integration activities.


  1. HR Data Hub (SAP Datasphere) Implementation & Support

Experience acting as a Business Lead for the initial design, implementation, testing / validation to of enterprise data platforms. Experience with SAP Datasphere is a significant asset.

Key responsibilities include:
  • Acting as the HR Data Business Lead for Datasphere-related initiatives.
  • In partnership with IT, oversee and contribute to requirements analysis, solution design and reviews, testing, and deployment activities.
  • Conducting data validation and reconciliation between source systems and data and reporting platforms and investigate / troubleshoot related issues.
  • Leading System Integration Testing (SIT), User Acceptance Testing (UAT), regression testing, and post-implementation support.
  • Supporting ongoing operational governance and continuous improvement of the HR Data Hub.


  1. Reporting Strategy & Analytics

Experiencing leading the build / deployment of new HR reporting and analytics. Experience with SAP SuccessFactors Story Reports and/or SAP Analytics Cloud is a significant asset.

Key responsibilities include:
  • Helping HR reporting teams to assess and prioritize report and dashboard requirements for new and enhanced Business Intelligence products; may include helping to design and facilitate elicitation / validation workshops.
  • Based on business needs and audiences, recommending appropriate reporting solutions such as SuccessFactors Story Reports, Power BI, or other analytics tools.
  • Developing reporting roadmaps and analytics strategies.
  • Gathering and documenting business and reporting requirements; working with Technology Services (IT) to validate and translate to technical requirements; where necessary developing report specifications
  • Leading report design, testing, validation, deployment, and user adoption activities.
  • Supporting reporting governance, inventory management, and analytics best practices.


In additional, all Senior Consultants will be required to:
  • Lead stakeholder consultations and facilitate workshops.
  • Analyze complex business and technical requirements.
  • Support testing, validation, deployment, and change management activities.
  • Develop technical and business documentation.
  • Contribute to project planning, risk management, and knowledge transfer activities.
  • Provide subject matter expertise and mentorship to team members.
  • Foster collaboration across HR, Technology Services, and business partners.


Key Qualifications:
  1. Extensive experience leading enterprise data mapping, data transformation, and systems integration initiatives, including analyzing and documenting complex data structures across SAP SuccessFactors and non-SAP source systems to support enterprise reporting and analytics solutions.
  2. Demonstrated experience developing and maintaining comprehensive technical documentation, including Source-to-Target Mapping documents, Functional Specifications, Data Flow Diagrams, Entity Relationship Diagrams (ERDs), Business Rules Documentation, Data Dictionaries, User Guides, and testing documentation.
  3. Strong analytical and problem-solving skills with the ability to assess complex business requirements, data structures, and system relationships, including experience leveraging SAP SuccessFactors metadata, data models, and OData APIs to identify data dependencies and recommend effective integration and reporting solutions.
  4. Experience planning, coordinating, and leading data validation, reconciliation, quality assurance, and User Acceptance Testing (UAT) activities, including the development of test plans, test scenarios, and test scripts to validate data mappings, system functionality, integrations, and reporting outputs.
  5. Proven ability to lead stakeholder consultations, facilitate workshops, gather and document business and reporting requirements, negotiate priorities, and translate complex business needs into scalable technical solutions, while providing strategic recommendations to improve business processes and analytics capabilities.
  6. Strong knowledge of data modeling concepts, enterprise integration principles, with experience advising on enterprise data models, reporting architecture, and analytics solutions. Experience with SAP Datasphere, SAP Analytics Cloud, SAP BusinessObjects, or enterprise data warehouse initiatives is considered a strong asset.
  7. Experience leading or supporting enterprise reporting, business intelligence, or HR analytics initiatives, including expertise in SAP SuccessFactors People Analytics and Story Reports, with the ability to evaluate reporting requirements, recommend the most appropriate reporting platform, and contribute to reporting governance and best practices.
  8. Extensive experience with SAP SuccessFactors Employee Central, Recruiting, Onboarding, and related HR modules, including configuration activities such as Manage Data, Configure Object Definitions, and Manage Business Configuration. Experience leveraging SuccessFactors data structures, metadata, OData APIs, Role-Based Permissions (RBP), and reporting security concepts is required. SAP SuccessFactors certification in Employee Central, People Analytics, Recruiting, or related modules is considered an asset.
  9. Demonstrated ability to serve as a senior subject matter expert on complex HR technology and analytics initiatives, providing strategic guidance, mentoring team members, influencing project direction, and building collaborative relationships across business and technical teams. Experience working in Agile or project-based environments, combined with strong knowledge of HR business processes, workforce analytics, and HR technology, is strongly preferred.
  10. Education: Bachelor's degree in Computer Science, Information Technology, Business Administration, Human Resources, Data Analytics, People Analytics or a related field, or an equivalent combination of education and experience.
