Qualifications

• 10+ years of experience in financial management, budget analysis, or budget consulting in federal or government contracting environments.
• Expertise in budget formulation, budget execution, and PPBE (Planning, Programming, Budgeting, and Execution) processes.
• Proficient in analyzing financial data, obligations, expenditures, and burn rates.
• Ability to prepare high-quality financial reports, executive briefings, and decision-support materials.
• Demonstrated experience coordinating with various stakeholder groups including finance, program, and acquisition teams.
• Strong skills in Microsoft Excel, PowerPoint, Outlook, and SharePoint.
• Excellent attention to detail and organizational skills to meet tight deadlines.

Responsibilities

• Lead all aspects of program budget formulation and funds execution activities.
• Support multi-year planning and the development of financial strategies.
• Conduct in-depth analysis of funding status including appropriated funding and fiscal year constraints.
• Oversee high-volume payment tracking and execution of funding actions to partner agencies.
• Assist with acquisition planning and the preparation of funding documentation.
• Create executive-level reports and dashboards to support decision-making processes.
• Coordinate with multiple stakeholders to ensure accuracy in financial data and program execution.
• Identify and recommend improvements in financial reporting and budget management processes.
