Responsibilities

  • Lead all aspects of program budget formulation and funds execution activities.
  • Support multi-year planning and the development of financial strategies.

  • Oversee high-volume payment tracking and execution of funding actions to partner agencies.
  • Assist with acquisition planning and the preparation of funding documentation.
  • Create executive-level reports and dashboards to support decision-making processes.
  • Coordinate with multiple stakeholders to ensure accuracy in financial data and program execution.
  • Identify and recommend improvements in financial reporting and budget management processes.

Job Title: Senior Financial and Budget Consultant
Clearance Required: Public Trust - Federal Client requires US Citizenship
Work Location: Hybrid, Washington, DC

The Senior Financial and Budget Consultant will serve as the Finance Lead supporting budget formulation, funds execution, payment tracking, financial reporting, and acquisition-related financial coordination for the program. This role will work with federal leadership, finance teams, program managers, acquisition stakeholders, and external partner agencies to support timely financial execution, accurate reporting, and informed budget decisions.

Key Responsibilities:

  • Serve as Finance Lead for program budget formulation, funds execution, payment tracking, and financial reporting activities.
  • Support PPBE, multi-year planning, budget execution, and financial strategy development.
  • Analyze appropriated funding, burn rates, obligations, expenditures, and fiscal year constraints.
  • Execute and track funding actions, including high-volume payments to partner agencies.
  • Support requisitions, Requests for Information, acquisition planning, and funding documentation.
  • Prepare executive-level reports, dashboards, briefings, and decision-support materials.
  • Coordinate with finance, program, acquisition, and external agency stakeholders to validate financial data and support program execution.
  • Maintain financial trackers, SharePoint records, and reporting repositories.
  • Support responses to OMB, OIG, FOIA, Congressional, audit, and other oversight requests.
  • Identify opportunities to improve financial reporting, funds execution, payment tracking, and budget management processes.


Required Qualifications:

Experience/Skills:

  • 10+ years of overall experience, supporting financial management, budget analysis, funds execution, or budget consulting in a federal or government contracting environment.
  • Experience with budget formulation, budget execution, PPBE, appropriated funding, or financial planning.
  • Ability to analyze financial data, funding status, obligations, expenditures, and burn rates.
  • Experience preparing financial reports, executive briefings, dashboards, or decision-support materials.
  • Experience coordinating with finance, program, acquisition, and senior stakeholder groups.
  • Strong proficiency with Microsoft Excel, PowerPoint, Outlook, and SharePoint.
  • Strong attention to detail, organization, and ability to meet tight deadlines.
  • Excellent written and verbal communication skills.


Education:

  • BA/BS in Computer Science, Engineering, or similar degree.


Salary and Benefit Information:

The likely salary range for this position is $135,000 - $160,000. This is not, however, a guarantee of compensation or salary. There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, education and certifications as well as contract provisions regarding labor categories that are specific to the position and could fall outside of this range.
